By ensuring the full development of PHS, supporting policies could produce several positive effects on society as a whole. According to the national/local context, at least one objective should be selected as the official objective of the PHS measure. In this section, we describe the objectives that a PHS policy might pursue, using (theoretical) analysis of the PHS framework and its effects on society, together with the analysis of the PHS-supporting measures already implemented in Member States.
