The aim of the guide is to help Member States to design their PHS measure and monitor the employment and budget effects of their measure in order to help public authorities assessing current policies as well as shaping new ones. In this view, the present guide might prove to be interesting for public authorities but also other stakeholders (e.g. NGO’s, federations) that are at various stages in the process of implementing a PHS policy.
More specifically, the guide might particularly help the following types of profile:
- Member States that are willing to assess an existing PHS policy;
- Member States that want to design a new PHS policy.
