Pi\u00f9 precisamente, si possono evidenziare i problemi seguenti, che sorgerebbero in assenza di politiche di sostegno.<\/p>\n<ul>\n<li><strong>La concorrenza sleale del lavoro sommerso<\/strong> porterebbe a una minore redditivit\u00e0 per il settore privato e pertanto a minori investimenti (che comporterebbero, a loro volta, una minore innovazione).<\/li>\n<\/ul>\n<ul>\n<li>Possibili <strong>carenze di manodopera <\/strong>con le competenze occorrenti. Alcuni servizi alla persona e alla famiglia (come l&#8217;assistenza) richiedono competenze specifiche. Data la crescente richiesta di tali servizi, potrebbero sorgere problemi nel reperire la manodopera.<\/li>\n<\/ul>\n<ul>\n<li>Mancanza di <strong>programmi di garanzia della qualit\u00e0 <\/strong>(occorre notare, tuttavia, che il mercato privato pu\u00f2 proporre garanzie in questo senso, se nel suo interesse, anche senza l&#8217;applicazione di politiche di
