If the competent administrations are unable to offer these services, the dependent person is entitled to receive financial benefits to access care services, to hire personal caregivers or to compensate informal caregivers (i.e. non-professional carers).<\/td>\n<\/tr>\n<tr>\n<td width=\"18%\"><strong>Type of service providers and the competition between them <\/strong><\/td>\n<td width=\"77%\">Social service providers are either public local providers or private external companies. The provision is organised through open competition with contracts awarded following a tendering process.<\/td>\n<\/tr>\n<tr>\n<td width=\"18%\"><strong>The price level and price setting mechanism<\/strong><\/td>\n<td width=\"77%\">Price level is set according to local authorities\u2019 specifications as laid out in the tendering contracts. Service users pay a part of the total costs, depending on their means (on average 40% of the total amount).<\/td>\n<\/tr>\n<tr>\n<td width=\"18%\"><strong>Type of employment relations<\/strong><\/td>\n<td width=\"77%\">Workers can either be employed by private provider (i.e. triangular relationship) or directly by the user (i.e. direct employment relationship).<\/td>\n<\/tr>\n<tr>\n<td width=\"18%\"><strong>The administrative framework and the role of the public authority<\/strong><\/td>\n<td width=\"77%\">Autonomous communities are responsible for organizing the provision of services as well as controlling and monitoring the delivery.<\/td>\n<\/tr>\n<tr>\n<td width=\"18%\"><strong>Type of services<\/strong><\/td>\n<td width=\"77%\">Access to the following services are granted by the Dependency law :<\/p>\n<ul>\n<li>services for the prevention of situations of dependency and for the promotion of personal autonomy,<\/li>\n<li>personal alert system,<\/li>\n<li>home-help service, such as household tasks and personal care,<\/li>\n<li>adult day-care centres,<\/li>\n<li>residential care service.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td width=\"18%\"><strong>Target groups (users and workers)<\/strong><\/td>\n<td width=\"77%\">Users : dependants and elderly people.<\/p>\n<p>Workers : those providing the assistance to the dependants as non-professional or professional carers.<\/td>\n<\/tr>\n<tr>\n<td rowspan=\"5\" width=\"4%\"><strong>Effects<\/strong><\/td>\n<td width=\"18%\"><strong>Employment<\/strong><\/td>\n<td width=\"77%\">166 000 employees are registered as social workers without accommodation for the elderly and disabled.<\/td>\n<\/tr>\n<tr>\n<td width=\"18%\"><strong>Creation and\/or fostering of PHS activities<\/strong><\/td>\n<td width=\"77%\">Overall, between 2009 and 2012, the number of social workers for the elderly and disabled has increased by 48%.<\/p>\n<p>It has been estimated that the Dependency law would contribute to the creation of between 300 000 and 500 000 formal jobs \u2013 including the 115,000 existing informal carers of elderly people \u2013 by 2015.
