Comme nous l&rsquo;expliquerons dans les paragraphes qui suivent, il est difficile de d\u00e9velopper les activit\u00e9s de PHS en l&rsquo;absence d&rsquo;aide des pouvoirs publics.<\/p>\n<p>Ceux-ci ont par cons\u00e9quent un r\u00f4le d\u00e9terminant \u00e0 jouer, premi\u00e8rement, dans l&rsquo;identification des mesures de soutien aux PHS n\u00e9cessaires et, deuxi\u00e8mement, dans l&rsquo;introduction et le financement de ces mesures. \u00c0 c\u00f4t\u00e9 de ce r\u00f4le essentiel consistant \u00e0 appuyer et \u00e0 financer les mesures de soutien aux PHS, les pouvoirs publics peuvent aussi jouer un r\u00f4le diff\u00e9rent. On peut citer, entre autres, les r\u00f4les possibles suivants, en fonction de la mesure de soutien aux PHS s\u00e9lectionn\u00e9e:<\/p>\n<ul>\n<li>Interm\u00e9diaire, charg\u00e9 de faciliter le rapprochement de l&rsquo;offre et de la demande (voir, par exemple, le \u00abplan Borloo\u00bb en France et la cr\u00e9ation d&rsquo;agences nationales charg\u00e9es de rapprocher la demande et l&rsquo;offre);<\/li>\n<\/ul>\n<ul>\n<li>Contr\u00f4leur qualit\u00e9: les pouvoirs publics peuvent offrir des garanties pour la qualit\u00e9 des services offerts par les fournisseurs, par exemple, en leur accordant des agr\u00e9ments sous certaines conditions;<\/li>\n<\/ul>\n<ul>\n<li>Contr\u00f4le du syst\u00e8me (en effectuant des \u00e9valuations du syst\u00e8me, etc.).<\/li>\n<\/ul>\n<p>Ces fonctions peuvent \u00eatre assur\u00e9es par un minist\u00e8re donn\u00e9 (par exemple, ceux en charge de l&#8217;emploi, de la sant\u00e9 ou des finances), mais les PHS peuvent aussi avoir des retomb\u00e9es positives importantes pour d&rsquo;autres minist\u00e8res.<\/p>\n<p style=\"text-align: right;\"><div class=\"alignright\"><a href=\"https:\/\/impact-phs.eu\/fr\/do-i-want-to-assess-an-existing-phs-policy\/part-2-in-which-framework-do-phs-take-place\/a-sector-with-extensive-growth-and-job-creation-potential\/\" title=\"Un secteur \u00e0 fort potentiel de croissance et de cr\u00e9ation d\u2019emplois\">Next: Un secteur \u00e0 fort potentiel de croissance et de cr\u00e9ation d\u2019emplois<\/a><\/div><\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Les pouvoirs publics ont un r\u00f4le essentiel \u00e0 jouer dans la d\u00e9finition du cadre g\u00e9n\u00e9ral des PHS.
