Avant de pr\u00e9senter les principaux \u00e9l\u00e9ments \u00e0 prendre en consid\u00e9ration au moment de l&rsquo;estimation du co\u00fbt budg\u00e9taire d&rsquo;une mesure, certaines observations essentielles s&rsquo;imposent \u00e0 propos de l&rsquo;\u00e9valuation des co\u00fbts nets ainsi que du niveau et du financement de l&rsquo;intervention publique:<\/p>\n<ul>\n<li>Premi\u00e8rement, il est important de rappeler que les PHS englobent de nombreux types de services. Plus pr\u00e9cis\u00e9ment, les PHS comprennent \u00e0 la fois des activit\u00e9s d&rsquo;assistance et de garde et d&rsquo;autres types d&rsquo;activit\u00e9s. Par cons\u00e9quent, le co\u00fbt de la politique doit \u00eatre \u00e9valu\u00e9 en fonction du type de service appuy\u00e9. Par exemple, les d\u00e9cideurs peuvent estimer que le co\u00fbt net public d&rsquo;une politique en faveur des services de garde et d&rsquo;assistance est sup\u00e9rieur au co\u00fbt d&rsquo;une politique sans rapport avec ces services, en raison de sa nature. Dans cette partie, nous pr\u00e9sentons des outils permettant de mesurer le co\u00fbt net des politiques. Il ne s&rsquo;agit pas d&rsquo;\u00e9valuer le montant maximum que les organismes publics doivent consacrer \u00e0 une politique donn\u00e9e.<\/li>\n<\/ul>\n<ul>\n<li>Les mesures de soutien aux PHS ont un certain nombre de retomb\u00e9es positives susceptibles de g\u00e9n\u00e9rer des recettes pour diff\u00e9rents types d&rsquo;administrations publiques. Par cons\u00e9quent, il y a lieu de prendre en consid\u00e9ration l&rsquo;effet net pour l&rsquo;ensemble de l&rsquo;administration publique, et pas seulement l&rsquo;effet net pour l&rsquo;organisme responsable de la mesure.<\/li>\n<\/ul>\n<p>La figure ci-dessous synth\u00e9tise et simplifie les principaux aspects \u00e0 prendre en consid\u00e9ration lorsque l&rsquo;on estime le co\u00fbt budg\u00e9taire d&rsquo;une mesure.<\/p>\n<p><a href=\"http:\/\/impact-phs.eu\/wp-content\/uploads\/2016\/02\/Figure-4.jpg\" rel=\"attachment wp-att-1031\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1031 aligncenter\" src=\"http:\/\/impact-phs.eu\/wp-content\/uploads\/2016\/02\/Figure-4.jpg\" alt=\"Figure 4\" width=\"543\" height=\"618\" srcset=\"https:\/\/impact-phs.eu\/wp-content\/uploads\/2016\/02\/Figure-4.jpg 543w, https:\/\/impact-phs.eu\/wp-content\/uploads\/2016\/02\/Figure-4-264x300.jpg 264w\" sizes=\"auto, (max-width: 543px) 100vw, 543px\" \/><\/a><\/p>\n<p>Comme indiqu\u00e9 dans la figure, le co\u00fbt net de la mesure doit \u00eatre \u00e9valu\u00e9 en calculant le <strong>co\u00fbt public brut de la mesure<\/strong> et en soustrayant les \u00e9ventuelles <strong>retomb\u00e9es positives<\/strong>. En ce qui concerne les retomb\u00e9es positives, il convient de distinguer celles qui sont le r\u00e9sultat d&rsquo;une <strong>hausse des revenus<\/strong> de celles qui sont li\u00e9es aux <strong>co\u00fbts \u00e9vit\u00e9s<\/strong>.<\/p>\n<table style=\"height: 544px;\" width=\"1025\">\n<tbody>\n<tr>\n<td width=\"473\">\n<p style=\"text-align: center;\"><strong>Encadr\u00e9 2. Co\u00fbt net des mesures de soutien aux PHS en Belgique, en France et en Su\u00e8de<\/strong><\/p>\n<p><strong><em>Belgique<\/em><\/strong>: en 2013, le co\u00fbt public brut du syst\u00e8me de titres-services s&rsquo;\u00e9levait \u00e0 1,93 million \u20ac. Ce montant comprenait l&rsquo;intervention de l&rsquo;\u00c9tat dans le cadre du ch\u00e8que, les d\u00e9ductions fiscales accord\u00e9es aux utilisateurs et les frais de fonctionnement du syst\u00e8me. Les \u00e9valuations annuelles du syst\u00e8me r\u00e9alis\u00e9es pour le compte du gouvernement ont cependant mis en lumi\u00e8re une s\u00e9rie de retomb\u00e9es positives, d&rsquo;une valeur de:<\/p>\n<p>&#8211; entre 937 et 961,9 millions \u20ac de hausse nette des revenus gr\u00e2ce, essentiellement, aux augmentations des cotisations sociales et des imp\u00f4ts sur le revenu des personnes physiques,<\/p>\n<p>&#8211; entre 339,3 et 453,3 millions \u20ac de co\u00fbts \u00e9vit\u00e9s gr\u00e2ce aux \u00e9conomies li\u00e9es \u00e0 la cr\u00e9ation d&#8217;emplois.<\/p>\n<p>Par cons\u00e9quent, compte tenu de toutes ces retomb\u00e9es positives, le co\u00fbt net du syst\u00e8me de titres-services a \u00e9t\u00e9 estim\u00e9 \u00e0 584 245 134 \u20ac, soit un co\u00fbt de 3,901 \u20ac par travailleur.<\/p>\n<p><strong><em>France<\/em><\/strong>: selon une \u00e9tude men\u00e9e par Wyman, le co\u00fbt public brut des mesures de soutien aux PHS s&rsquo;\u00e9levait en 2010 \u00e0 6,2 milliards \u20ac . L&rsquo;\u00e9tude r\u00e9v\u00e8le que ce co\u00fbt public brut &#8211; qui se compose de d\u00e9ductions fiscales et de cr\u00e9dits d&rsquo;imp\u00f4t, de r\u00e9ductions des cotisations patronales et d&rsquo;autres co\u00fbts sociaux et budg\u00e9taires &#8211; est en grande partie compens\u00e9 par les 5 627 millions \u20ac de hausses nettes des revenus g\u00e9n\u00e9r\u00e9es (augmentation des cotisations sociales, des recettes de TVA, etc.), conjugu\u00e9s aux 3 356 millions \u20ac de co\u00fbts \u00e9vit\u00e9s (pour les personnes d\u00e9pendantes ou la garde d\u2019enfants). D&rsquo;une mani\u00e8re g\u00e9n\u00e9rale, le secteur des PHS produit des avantages pour le gouvernement fran\u00e7ais qui s&rsquo;\u00e9l\u00e8vent \u00e0 2 640 millions \u20ac, soit 5 060 \u20ac par emploi \u00e0 temps plein.<\/p>\n<p><strong><em>Su\u00e8de<\/em><\/strong>: en 2011, l&rsquo;organisation patronale F\u00f6retagarna a effectu\u00e9 une analyse co\u00fbt-profit du syst\u00e8me de RUT. Elle a ainsi constat\u00e9 que les retomb\u00e9es positives \u00e9taient plus importantes que le co\u00fbt initial de la mesure. Ainsi, entre 2009 et 2010, le co\u00fbt public brut s&rsquo;\u00e9levait \u00e0 900 millions SEK (96,59 millions \u20ac). La hausse nette des recettes s&rsquo;\u00e9levait cependant \u00e0 2900 millions SEK (311,23 millions \u20ac) gr\u00e2ce aux augmentations dans l&rsquo;imp\u00f4t des soci\u00e9t\u00e9s, les recettes
