Par exemple, l&rsquo;externalisation des PHS est parfois quelque chose de mal accept\u00e9 socialement, ou les m\u00e9nages peuvent avoir du mal \u00e0 accepter chez eux un inconnu.<\/li>\n<\/ul>\n<ul>\n<li>L&rsquo;<strong>accessibilit\u00e9 de ces services<\/strong> peut \u00e9galement poser probl\u00e8me. Il peut en effet arriver que les prestataires de services soient rares dans certains pays et\/ou qu&rsquo;ils ne soient pas r\u00e9partis \u00e9quitablement \u00e0 l&rsquo;\u00e9chelle du territoire national, ce qui peut entraver l&rsquo;acc\u00e8s \u00e0 ces services pour certains m\u00e9nages.<\/li>\n<\/ul>\n<ul>\n<li>Une autre difficult\u00e9 concerne la question de la qualit\u00e9 non observ\u00e9e, de l&rsquo;<strong>incertitude de la qualit\u00e9<\/strong> et de l&rsquo;absence de garantie de qualit\u00e9. En effet, les m\u00e9nages \u00e9vitent parfois de recourir \u00e0 ces services lorsque le syst\u00e8me formel ne garantit pas un certain niveau de qualit\u00e9 et de fiabilit\u00e9 des services offerts.<\/li>\n<\/ul>\n<ul>\n<li>La derni\u00e8re entrave concerne la difficult\u00e9 \u00e0 <strong>assumer le r\u00f4le d&#8217;employeur<\/strong>.
