Il convient de noter que ces outils peuvent \u00eatre compl\u00e9mentaires et \u00eatre utilis\u00e9s simultan\u00e9ment afin d&rsquo;assurer la bonne mise en place des politiques en mati\u00e8re de PHS:<\/p>\n<ul>\n<li><strong>Versements comptant: <\/strong>les organismes publics peuvent accorder \u00e0 certains citoyens (sur la base de crit\u00e8res bien d\u00e9finis: \u00e2ge, nombre d&rsquo;enfants, revenus, niveau de d\u00e9pendance, etc.) de l&rsquo;argent pour leur permettre d&rsquo;acc\u00e9der aux PHS (essentiellement des services d&rsquo;assistance). Les outils de ce type, qui servent avant tout \u00e0 transf\u00e9rer des subventions sociales, ne garantissent pas la transparence dans l&rsquo;usage final qui est fait de cette forme d&rsquo;aide. Certains obstacles ont ainsi \u00e9t\u00e9 \u00e9pingl\u00e9s, comme l&rsquo;absence d&rsquo;informations \u00e0 jour et exactes sur la prestation de services disponible et le transfert de responsabilit\u00e9 \u00e0 l&rsquo;utilisateur, des obstacles qui posent probl\u00e8me en ce qui concerne les m\u00e9canismes de prestation de service traditionnels et l&rsquo;expertise professionnelle.<\/li>\n<\/ul>\n<ul>\n<li><strong>Prestations en nature (ou prestations directes): <\/strong>particuli\u00e8rement importantes dans le cas des PHS accord\u00e9s dans le cadre de politiques publiques en faveur de la prise en charge \u00e0 long terme, de la prise en charge des personnes handicap\u00e9es et de la garde d&rsquo;enfants. Cette aide ne peut \u00eatre utilis\u00e9e que dans le cadre de la prestation d&rsquo;un type de service sp\u00e9cifique. Depuis quelque temps, les prestations en nature sont abandonn\u00e9es au profit de m\u00e9canismes directs de r\u00e9duction des prix afin de promouvoir la prestation de PHS et de limiter les co\u00fbts (moins de formalit\u00e9s administratives et externalisation du \u00abco\u00fbt de transaction\u00bb li\u00e9 \u00e0 l&rsquo;organisation des prestations en nature).<\/li>\n<\/ul>\n<ul>\n<li><strong>Programmes de ch\u00e8ques: <\/strong>les ch\u00e8ques (qu&rsquo;il s&rsquo;agisse de ch\u00e8ques papier, de cartes ou de ch\u00e8ques \u00e9lectroniques) permettent aux personnes d&rsquo;acc\u00e9der \u00e0 des services pr\u00e9d\u00e9termin\u00e9s. Les b\u00e9n\u00e9ficiaires les \u00e9changent aupr\u00e8s de prestataires de services d\u00e9finis, qui sont ensuite rembours\u00e9s gr\u00e2ce \u00e0 une proc\u00e9dure simple. Les ch\u00e8ques sont une alternative aux aides en nature ou en esp\u00e8ces traditionnelles. La cr\u00e9ation d&rsquo;un syst\u00e8me g\u00e9n\u00e9ral de ch\u00e8ques est particuli\u00e8rement pertinente en ce qui concerne les PHS, car cela permettrait d&rsquo;am\u00e9liorer la visibilit\u00e9 de ces activit\u00e9s et de faciliter l&#8217;emploi formel (ainsi que les t\u00e2ches administratives). Ces syst\u00e8mes de ch\u00e8ques sont adapt\u00e9s \u00e0 d&rsquo;autres types de mesures qui appuient les politiques. En effet:\n<ul>\n<li>Les citoyens peuvent y acc\u00e9der directement;<\/li>\n<li>Ils peuvent \u00eatre distribu\u00e9s par les employeurs;<\/li>\n<li>Ils peuvent \u00eatre distribu\u00e9s par les
