Cela s&rsquo;explique essentiellement par <strong>le co\u00fbt inf\u00e9rieur de la main-d&rsquo;\u0153uvre non d\u00e9clar\u00e9e<\/strong> par rapport \u00e0 celui des services d\u00e9clar\u00e9s (en l&rsquo;absence de politiques d&rsquo;appui), mais aussi en raison des normes sociales dans certains pays (l&rsquo;acceptabilit\u00e9 sociale de la main-d&rsquo;\u0153uvre non d\u00e9clar\u00e9e). Le secteur est en effet caract\u00e9ris\u00e9 par un <strong>contenu de main-d&rsquo;\u0153uvre \u00e9lev\u00e9<\/strong> (le prix pay\u00e9 pour les services se compose presque enti\u00e8rement du salaire des travailleurs), ce qui veut dire que la prestation formelle de PHS est, en termes relatifs, nettement plus co\u00fbteuse (en prenant en consid\u00e9ration les imp\u00f4ts, etc.) que la prestation non d\u00e9clar\u00e9e.<\/p>\n<p>La prestation de PHS sur le march\u00e9 du travail non d\u00e9clar\u00e9 au lieu du march\u00e9 officiel a <strong>plusieurs implications n\u00e9gatives \u00e9videntes<\/strong> pour tous les acteurs du march\u00e9. L&rsquo;existence d&rsquo;un march\u00e9 du travail non d\u00e9clar\u00e9 suppose, d&rsquo;une part, l&rsquo;absence de droits \u00e0 la s\u00e9curit\u00e9 sociale pour les travailleurs en question et, d&rsquo;autre part, des pertes \u00e9conomiques pour les finances publiques.
