Les principaux types de groupes cibles sont les suivants:<\/p>\n<ul>\n<li>Les personnes peu qualifi\u00e9es<\/li>\n<li>Les femmes<\/li>\n<li>Les migrants<\/li>\n<li>Les ch\u00f4meurs de longue dur\u00e9e<\/li>\n<li><em>Les prestations formelles par opposition aux prestations non d\u00e9clar\u00e9es<\/em><\/li>\n<\/ul>\n<p>Premi\u00e8rement, les services peuvent \u00eatre offerts <strong>par des prestataires de services officiels ou par des travailleurs non d\u00e9clar\u00e9s<\/strong>. Comme nous le verrons de plus pr\u00e8s dans la partie suivante, le recours aux prestataires de services non d\u00e9clar\u00e9s a des cons\u00e9quences n\u00e9gatives consid\u00e9rables pour la soci\u00e9t\u00e9 (comme les pertes fiscales).<\/p>\n<p style=\"padding-left: 60px;\"><strong><em>Diff\u00e9rents types de prestataires de services (officiels)<\/em><\/strong><\/p>\n<p><strong>Sur le march\u00e9 officiel, le type de prestataires de services autoris\u00e9s \u00e0 offrir des PHS peut lui aussi varier<\/strong>. On distingue les types suivants:<\/p>\n<ul>\n<li>Les organisations publiques (ou celles li\u00e9es \u00e0 des pouvoirs publics);<\/li>\n<li>Les organisations priv\u00e9es et \u00e0 but non lucratif;<\/li>\n<li>Les ind\u00e9pendants;<\/li>\n<li>Les utilisateurs qui emploient directement les travailleurs.<\/li>\n<li><em>Diff\u00e9rents types de concurrence entre les prestataires de services<\/em><\/li>\n<\/ul>\n<p>On distingue \u00e9galement les <strong>types de rapports comp\u00e9titifs<\/strong> suivants entre les prestataires de services:<\/p>\n<ul>\n<li><strong>La concurrence ouverte<\/strong>: le mode de concurrence classique, o\u00f9 toutes les parties admissibles ou responsables sont en droit de rivaliser. Dans ce cas, il est int\u00e9ressant de prendre en consid\u00e9ration les diff\u00e9rentes formes d&rsquo;aide disponibles au niveau de l&rsquo;offre afin d&rsquo;assurer la neutralit\u00e9 aux niveaux fiscal et du cadre r\u00e9glementaire vis-\u00e0-vis des diff\u00e9rents types de prestataires.<\/li>\n<\/ul>\n<ul>\n<li><strong>Le quasi-march\u00e9<\/strong>: dans les \u00abquasi-march\u00e9s\u00bb, tant l&rsquo;offre que la demande sont fondamentalement diff\u00e9rentes de ce qui se passe sur le march\u00e9 conventionnel. Les th\u00e9oriciens d\u00e9finissent les quasi-march\u00e9s sur la base de certains crit\u00e8res qui les distinguent des march\u00e9s classiques. Ces crit\u00e8res comprennent le fait que:\n<ul>\n<li>Les quasi-march\u00e9s sont \u00e9tablis et maintenus par le secteur public.<\/li>\n<li>Les services produits sur les quasi-march\u00e9s ont habituellement pour objectif la rentabilit\u00e9 et le bien-\u00eatre collectifs.<\/li>\n<li>Le secteur public est g\u00e9n\u00e9ralement celui qui souscrit au service, qui le r\u00e9glemente et qui l&rsquo;ach\u00e8te.<\/li>\n<li>Il peut y avoir diff\u00e9rents types de producteurs dans les quasi-march\u00e9s, qui rivalisent entre eux (des organisations \u00e0 but lucratif ou non, du secteur public ou du secteur priv\u00e9).<\/li>\n<li>L&rsquo;utilisateur du service ne paie normalement pas le service au point de consommation; l&rsquo;argent transite entre l&rsquo;acheteur (secteur public) et le prestataire.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>La situation de monopole<\/strong>: situation dans laquelle une entreprise ou un groupe uniques d\u00e9tiennent l&rsquo;ensemble ou presque du march\u00e9 pour un type de produit ou de service donn\u00e9. Par d\u00e9finition, le monopole est caract\u00e9ris\u00e9 par une absence de concurrence, ce qui se traduit souvent par des prix \u00e9lev\u00e9s et des produits de moins bonne qualit\u00e9.<\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\"><strong><em>La pr\u00e9sence potentielle d&rsquo;interm\u00e9diaires et les formes de relations de travail<\/em><\/strong><\/p>\n<p>Enfin, un autre aspect important de l&rsquo;offre concerne la <strong>pr\u00e9sence (ou non) d&rsquo;interm\u00e9diaires entre les utilisateurs et les travailleurs<\/strong>. Cet aspect a des cons\u00e9quences importantes, notamment sur le mod\u00e8le d&#8217;emploi dans les PHS. D&rsquo;une mani\u00e8re g\u00e9n\u00e9rale, on distingue deux mod\u00e8les d&#8217;emploi diff\u00e9rents en ce qui concerne la prestation de services:<\/p>\n<ul>\n<li>D&rsquo;une part, <strong>les travailleurs qui sont directement recrut\u00e9s par des particuliers ou des m\u00e9nages<\/strong> pour effectuer des t\u00e2ches domestiques chez eux. Cet emploi direct est caract\u00e9ris\u00e9 par une relation bilat\u00e9rale entre l&rsquo;utilisateur (qui est aussi l&#8217;employeur) et le travailleur. Dans cette forme de relation de travail, la qualit\u00e9 du travail r\u00e9alis\u00e9 par les travailleurs dans les services aux personnes et aux m\u00e9nages est soumise \u00e0 un contr\u00f4le moins strict. Cette forme de travail est aussi g\u00e9n\u00e9ralement consid\u00e9r\u00e9e comme un travail de \u00abdomestique\u00bb et peut \u00eatre mal vue d&rsquo;une certaine mani\u00e8re par la soci\u00e9t\u00e9.<\/li>\n<\/ul>\n<ul>\n<li>D&rsquo;autre part, <strong>les travailleurs qui sont employ\u00e9s par une organisation<\/strong> (priv\u00e9e ou publique, \u00e0 but lucratif ou non). Il s&rsquo;agit d&rsquo;une forme d&#8217;emploi soumise \u00e0 un interm\u00e9diaire ou triangulaire, dans le cadre de laquelle le travailleur est employ\u00e9 par une entreprise qui vend ses services sur le march\u00e9 ou par une organisation qui fournit le service (comme une organisation publique). Le b\u00e9n\u00e9ficiaire du service se contente pour sa part d&rsquo;acheter ce service sur le march\u00e9 ou de profiter du service offert par des entit\u00e9s publiques. Dans cette forme de travail, les organisations sont les employeurs des travailleurs dans les services aux personnes et aux m\u00e9nages. La qualit\u00e9 des emplois et des services de PHS est soumise \u00e0 un contr\u00f4le plus strict. Ce syst\u00e8me all\u00e8ge le fardeau administratif des utilisateurs et r\u00e9duit les probl\u00e8mes li\u00e9s \u00e0 la d\u00e9sapprobation sociale engendr\u00e9e par le fait d&rsquo;engager quelqu&rsquo;un pour r\u00e9aliser des travaux domestiques de m\u00eame que certaines barri\u00e8res culturelles associ\u00e9es \u00e0 l&rsquo;externalisation des travaux domestiques.<\/li>\n<\/ul>\n<p style=\"text-align: right;\"><div class=\"alignright\"><a href=\"https:\/\/impact-phs.eu\/fr\/do-i-want-to-assess-an-existing-phs-policy\/part-2-in-which-framework-do-phs-take-place\/the-important-features-of-phs\/the-public-authorities\/\" title=\"Les pouvoirs publics\">Next: Les pouvoirs publics<\/a><\/div><\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Le groupe cible des travailleurs Les PHS peuvent cibler diff\u00e9rents groupes de travailleurs.
