{"id":2,"date":"2015-12-17T11:38:35","date_gmt":"2015-12-17T11:38:35","guid":{"rendered":"http:\/\/impact-phs.eu\/?page_id=2"},"modified":"2025-08-28T13:46:28","modified_gmt":"2025-08-28T11:46:28","slug":"zaciname","status":"publish","type":"page","link":"https:\/\/impact-phs.eu\/es\/","title":{"rendered":"Inicio"},"content":{"rendered":"<p>El proyecto de la UE <em>Improving Measurement of Public Support to Personal and Household Services<\/em> (IMPact) se lanz\u00f3 en 2014 con el objetivo ambicioso de crear una Gu\u00eda de la UE com\u00fan y completa para ayudar a los Estados miembros a mejorar la evaluaci\u00f3n y monitorizaci\u00f3n de los efectos macroecon\u00f3micos de sus medidas de apoyo a los PHS. Como tal, el proyecto abordaba las siguientes cuestiones previas y posteriores: creaci\u00f3n de empleo, evoluci\u00f3n de la econom\u00eda sumergida a la econom\u00eda formal, creaci\u00f3n neta de empleo, nivel \u00f3ptimo\/sostenibilidad de la inversi\u00f3n p\u00fablica y rendimiento del capital, que destac\u00f3 en 2012 la Comisi\u00f3n Europea como las principales dificultades de cualquier monitorizaci\u00f3n de pol\u00edticas que afectan a sectores de los PHS. El objetivo a largo plazo del proyecto es ayudar a las autoridades p\u00fablicas a conformar las pol\u00edticas que mejor se adaptan a sus necesidades y objetivos.<\/p>\n<p>La investigaci\u00f3n te\u00f3rica y basada en pruebas realizada por los socios del proyecto condujo al desarrollo de esta Gu\u00eda de implementaci\u00f3n y monitorizaci\u00f3n de pol\u00edticas de PHS. El objetivo de la gu\u00eda es ayudar a las autoridades p\u00fablicas a <strong>dise\u00f1ar medidas de PHS y a monitorizar sus efectos en el empleo y en el presupuesto,<\/strong> pero tambi\u00e9n ayudarles a <strong>evaluar pol\u00edticas actuales<\/strong> y <strong>conformar otras nuevas<\/strong>. A ese respecto, esta gu\u00eda podr\u00eda resultar interesante no solo para las autoridades p\u00fablicas sino tambi\u00e9n para otros interesados (como ONG y federaciones) que participan en el proceso de implementar una pol\u00edtica de PHS.<\/p>\n<p>Para ello, la gu\u00eda ofrece varios tipos de informaci\u00f3n que puede encontrarse de forma f\u00e1cil: trasfondo te\u00f3rico, herramientas anal\u00edticas, pruebas de indicadores de pol\u00edticas y pol\u00edticas existentes de PHS. La gu\u00eda invita a los lectores a reflejar las pol\u00edticas de PHS mediante 5 \u00e1reas principales desde abajo y las caracter\u00edsticas de estas pol\u00edticas en cuanto a adoptarlas,
