En el primer cap\u00edtulo se describen las caracter\u00edsticas del aspecto de demanda, de oferta, de servicios y autoridades p\u00fablicas de los PHS. El segundo cap\u00edtulo presenta la evoluci\u00f3n reciente en la oferta y demanda de PHS y explica la creciente necesidad de PHS. Por \u00faltimo, en el tercer cap\u00edtulo se demuestra que, sin pol\u00edticas de apoyo, no puede desarrollarse el sector de PHS en todo su potencial. Finalmente, el \u00faltimo cap\u00edtulo justifica la intervenci\u00f3n p\u00fablica en el sector de PHS.
