Jak dokl\u00e1d\u00e1 Guerin (2013), p\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed a\u00a0p\u00e9\u010de zlep\u0161uj\u00ed v\u00fdsledky vzd\u011bl\u00e1v\u00e1n\u00ed a\u00a0jsou \u00fa\u010dinn\u00e9 p\u0159i odstra\u0148ov\u00e1n\u00ed nerovnosti, je\u017e postihuje d\u011bti od \u00fatl\u00e9ho v\u011bku, co\u017e p\u0159edstavuje v\u00fdznamnou dlouhodobou n\u00e1vratnost investic. To je v\u00a0souladu s c\u00edli strategie Evropa 2020 ohledn\u011b soci\u00e1ln\u00ed inkluze a\u00a0sni\u017eov\u00e1n\u00ed chudoby.<\/p>\n<p>Jak uv\u00e1d\u00ed Komise (2014), p\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed a\u00a0p\u00e9\u010de rovn\u011b\u017e p\u0159edch\u00e1zej\u00ed p\u0159ed\u010dasn\u00e9mu ukon\u010dov\u00e1n\u00ed \u0161koln\u00ed doch\u00e1zky (ESL). P\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed a\u00a0p\u00e9\u010de nav\u00edc pom\u00e1haj\u00ed rodi\u010d\u016fm zvy\u0161ovat p\u0159\u00edstup k\u00a0zam\u011bstn\u00e1n\u00ed a\u00a0zajistit jim tak odpov\u00eddaj\u00edc\u00ed p\u0159\u00edjmy. A\u010dkoli je p\u0159\u00edstup k\u00a0cenov\u011b dostupn\u00e9mu p\u0159ed\u0161koln\u00edmu vzd\u011bl\u00e1v\u00e1n\u00ed a\u00a0p\u00e9\u010di (a p\u00e9\u010di o\u00a0d\u011bti obecn\u011b) rozhoduj\u00edc\u00ed, zd\u00e1 se nicm\u00e9n\u011b, \u017ee v\u00a0n\u011bkter\u00fdch zem\u00edch jsou zapot\u0159eb\u00ed ur\u010dit\u00e1 jejich zlep\u0161en\u00ed, aby bylo mo\u017en\u00e9 potenci\u00e1l p\u0159ed\u0161koln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed a\u00a0p\u00e9\u010de vyu\u017e\u00edt v\u00a0pln\u00e9 m\u00ed\u0159e.<\/p>\n<p>Pokud vezmeme v\u00a0\u00favahu i pozd\u011bj\u0161\u00ed f\u00e1ze vzd\u011bl\u00e1v\u00e1n\u00ed, osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost zahrnuj\u00ed v\u00a0n\u011bkter\u00fdch zem\u00edch i dou\u010dov\u00e1n\u00ed, kter\u00e9 by mohlo v\u00e9st k\u00a0p\u0159\u00edm\u00e9mu zlep\u0161en\u00ed \u0161koln\u00edch v\u00fdsledk\u016f p\u0159\u00edjemc\u016f slu\u017eby. Mimoto mohou slu\u017eby pro dom\u00e1cnost rovn\u011b\u017e nep\u0159\u00edmo p\u0159isp\u011bt ke zlep\u0161en\u00ed \u0161koln\u00edch v\u00fdsledk\u016f d\u011bt\u00ed, proto\u017ee pou\u017e\u00edv\u00e1n\u00edm osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost z\u00edskaj\u00ed rodi\u010de v\u00edce \u010dasu na sv\u00e9 d\u011bti, kter\u00fd by mohli v\u011bnovat i pomoci s u\u010den\u00edm. A\u00a0kone\u010dn\u011b \u0159ada studi\u00ed podtrhuje skute\u010dnost, \u017ee podpora p\u00e9\u010de o\u00a0d\u011bti m\u00e1 dopad na zapojen\u00ed \u017een do pracovn\u00edho procesu.<\/p>\n<p>N\u00e1r\u016fst pokryt\u00ed slu\u017eeb p\u00e9\u010de o\u00a0d\u011bti ve v\u00fd\u0161i 0,2 procentn\u00edho bodu od 80. let minul\u00e9ho stolet\u00ed do roku 2007 zv\u00fd\u0161il m\u00edru ekonomick\u00e9 aktivity evropsk\u00fdch \u017een o\u00a02,8 % (Th\u00e9venon, 2013). Ve studii Rakousk\u00e9 komory pr\u00e1ce z roku 2013 byl rovn\u011b\u017e uveden\u00fd p\u0159edpoklad, jen\u017e navrhuje \u00fa\u010dinn\u00fd cyklus pro ve\u0159ejn\u00e9 finance v\u00a0oblasti p\u00e9\u010de o\u00a0d\u011bti. Modelov\u00fd v\u00fdpo\u010det p\u0159edpokl\u00e1d\u00e1, \u017ee investice do oblasti p\u00e9\u010de o\u00a0d\u011bti ve v\u00fd\u0161i 100 milion\u016f EUR ro\u010dn\u011b ze strany spolkov\u00e9 vl\u00e1dy a\u00a0podobn\u00e1 investice ze strany spolkov\u00fdch zem\u00ed (krom\u011b pr\u016fb\u011b\u017en\u00fdch n\u00e1klad\u016f) vytvo\u0159\u00ed mezi 30 000 (v nejpesimisti\u010dt\u011bj\u0161\u00edm p\u0159\u00edpad\u011b) a\u00a045 000 (v nejoptimisti\u010dt\u011bj\u0161\u00edm p\u0159\u00edpad\u011b) nov\u00fdch pracovn\u00edch m\u00edst. Vzniknou tak p\u0159\u00edm\u00e1 pracovn\u00ed m\u00edsta v\u00a0oblasti p\u00e9\u010de o\u00a0d\u011bti ale i v\u00a0okoln\u00edch sektorech. Investice rovn\u011b\u017e podpo\u0159\u00ed zapojen\u00ed rodi\u010d\u016f do placen\u00e9ho pracovn\u00edho procesu. Rakousk\u00e1 spolkov\u00e1 komora pr\u00e1ce odhaduje, \u017ee by p\u0159\u00edm\u00e9 p\u0159\u00edjmy vytvo\u0159en\u00e9 po \u010dty\u0159ech letech vy\u0161\u0161\u00ed m\u00edrou zam\u011bstnanosti a\u00a0\u00fasporami na d\u00e1vk\u00e1ch v\u00a0nezam\u011bstnanosti ve v\u0161ech sc\u00e9n\u00e1\u0159\u00edch p\u0159ekro\u010dily n\u00e1klady na podp\u016frn\u00e1 opat\u0159en\u00ed. Nav\u00edc \u201ea\u017e bude investice do v\u00fdstavby dokon\u010dena, mohly by p\u0159\u00edjmy p\u0159ekro\u010dit n\u00e1klady o\u00a014 a\u017e 168 milion\u016f EUR\u201c.<\/p>\n<p style=\"padding-left: 90px;\"><em>Pouk\u00e1zkov\u00fd program na p\u00e9\u010di o\u00a0d\u011bti podporovan\u00fdch zam\u011bstnavatelem pomohl od roku 2005 ve <strong>Spojen\u00e9m kr\u00e1lovstv\u00ed<\/strong> p\u0159ibli\u017en\u011b 700\u00a0000 rodin\u00e1m dovolit si slu\u017eby p\u00e9\u010de o\u00a0d\u011bti. 83 % z celkov\u00e9ho po\u010dtu u\u017eivatel\u016f pouk\u00e1zek na p\u00e9\u010di o\u00a0d\u011bti p\u0159edstavuje pl\u00e1tce z\u00e1kladn\u00ed sazby dan\u011b s t\u00edm, \u017ee nejv\u00edce byl program vyu\u017e\u00edvan\u00fd ze strany manu\u00e1ln\u00edch a\u00a0nekvalifikovan\u00fdch pracovn\u00edk\u016f.<br \/>\n<\/em><\/p>\n<ul>\n<li><strong>C\u00edl 5: Zlep\u0161ov\u00e1n\u00ed p\u0159\u00edstupu k\u00a0p\u00e9\u010di o\u00a0star\u0161\u00ed osoby \/ dlouhodob\u00e9 p\u00e9\u010di \/ p\u00e9\u010di o\u00a0zdravotn\u011b posti\u017een\u00e9 osoby<\/strong><\/li>\n<\/ul>\n<p>V d\u016fsledku klesaj\u00edc\u00ed fyzick\u00e9 kapacity maj\u00ed star\u0161\u00ed lid\u00e9 v\u00fdznamnou pot\u0159ebu osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost (zahrnuj\u00edc\u00ed pomoc v\u00a0dom\u00e1cnosti i pe\u010dovatelsk\u00e9 slu\u017eby). V sou\u010dasn\u00e9 dob\u011b mohou b\u00fdt pe\u010dovatelsk\u00e9 slu\u017eby o\u00a0star\u0161\u00ed osoby pro n\u011bkter\u00e9 lidi p\u0159\u00edli\u0161 drah\u00e9. V tomto ohledu by opat\u0159en\u00ed na podporu osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost mohla pomoci star\u0161\u00edm osob\u00e1m si takov\u00e9 slu\u017eby dovolit a\u00a0pomoci jim tak z\u016fstat doma d\u00e9le a\u00a0nemuset p\u0159ech\u00e1zet do domova d\u016fchodc\u016f. Uk\u00e1zalo se, \u017ee \u201edeinstitucionalizace\u201c p\u00e9\u010de o\u00a0star\u0161\u00ed osoby (tedy tendence omezit institucion\u00e1ln\u00ed p\u00e9\u010d\u00ed ve prosp\u011bch dom\u00e1c\u00ed p\u00e9\u010de \/ p\u00e9\u010de v\u00a0bl\u00edzkosti domova a\u00a0komunitn\u00ed p\u00e9\u010de) m\u00e1 \u0159adu v\u00fdhod, pokud jde o\u00a0v\u00fdsledky, pohodu atd. Nav\u00edc n\u00e1klady na poskytov\u00e1n\u00ed dom\u00e1c\u00ed p\u00e9\u010de nemus\u00ed b\u00fdt nezbytn\u011b vy\u0161\u0161\u00ed ne\u017e na zaji\u0161t\u011bn\u00ed institucion\u00e1ln\u00ed p\u00e9\u010de (mohou b\u00fdt dokonce ni\u017e\u0161\u00ed), jak uv\u00e1d\u00ed nap\u0159. OECD (2011).<\/p>\n<p>Podobn\u00e9 z\u00e1v\u011bry plat\u00ed i pro zdravotn\u011b posti\u017een\u00e9 osoby, kter\u00e9 rovn\u011b\u017e mohou pot\u0159ebovat osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost. Cenov\u011b dostupn\u00e9 a\u00a0kvalitn\u00ed osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost jim mohou pomoci z\u016fstat nez\u00e1visl\u00fdmi.<\/p>\n<p style=\"padding-left: 90px;\"><em><strong>\u0160pan\u011blsk\u00e9 \u201edependentn\u00ed pr\u00e1vo\u201c<\/strong> p\u0159ijat\u00e9 v\u00a0roce 2006 m\u00e1 zaru\u010dit osob\u00e1m, kter\u00e9 nemohou v\u00e9st nez\u00e1visl\u00fd \u017eivot z d\u016fvodu nemoci, zdravotn\u00edho posti\u017een\u00ed nebo v\u011bku, srovnateln\u00fd p\u0159\u00edstup ke slu\u017eb\u00e1m dlouhodob\u00e9 p\u00e9\u010de.\u00a0 V listopadu 2014 bylo evidov\u00e1no 729 313 p\u0159\u00edjemc\u016f pob\u00edraj\u00edc\u00edch d\u00e1vky a\u00a0167 869 lid\u00ed, kte\u0159\u00ed na d\u00e1vky aktu\u00e1ln\u011b \u010dekaj\u00ed, co\u017e odpov\u00edd\u00e1 45,13% poklesu ve srovn\u00e1n\u00ed s lednem 2012.<br \/>\n<\/em><\/p>\n<p style=\"text-align: right;\"><div class=\"alignright\"><a
