Za zm\u00ednku stoj\u00ed p\u0159edev\u0161\u00edm tyto <strong>nedostatky<\/strong>, kter\u00e9 by se bez podp\u016frn\u00fdch politik vyskytovaly:<\/p>\n<ul>\n<li><strong>Nekal\u00e1 sout\u011b\u017e ze strany nehl\u00e1\u0161en\u00fdch pracovn\u00edk\u016f<\/strong> by vedla k\u00a0men\u0161\u00ed ziskovosti soukrom\u00e9ho sektoru a\u00a0nedostate\u010dn\u00fdm investic\u00edm ze strany soukrom\u00e9ho sektoru (a v\u00a0d\u016fsledku toho nap\u0159. k\u00a0omezen\u00fdm inovac\u00edm);<\/li>\n<\/ul>\n<ul>\n<li>Mo\u017en\u00fd <strong>nedostatek pracovn\u00edk\u016f<\/strong> s ohledem na po\u017eadovan\u00e9 schopnosti. N\u011bkter\u00e9 slu\u017eby v\u00a0r\u00e1mci osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost (nap\u0159. pe\u010dovatelsk\u00e9 slu\u017eby) vy\u017eaduj\u00ed specifick\u00e9 schopnosti. Vzhledem k\u00a0rostouc\u00ed popt\u00e1vce po t\u011bchto slu\u017eb\u00e1ch m\u016f\u017ee nastat nedostatek pracovn\u00edch sil.<\/li>\n<\/ul>\n<ul>\n<li>Nedostate\u010dn\u00e9 syst\u00e9my z\u00e1ruky kvality (je v\u0161ak t\u0159eba poznamenat, \u017ee soukrom\u00fd trh m\u016f\u017ee takovou z\u00e1ruku nab\u00eddnout, je-li to v\u00a0jeho z\u00e1jmu, i bez zaveden\u00ed
