Hlavn\u00ed typy skupin jsou:<\/p>\n<ul>\n<li>Jedinci s n\u00edzkou kvalifikac\u00ed<\/li>\n<li>\u017deny<\/li>\n<li>Migruj\u00edc\u00ed pracovn\u00edci<\/li>\n<li>Kr\u00e1tkodob\u011b nezam\u011bstnan\u00ed jedinci<\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\"><strong><em>Form\u00e1ln\u00ed zp\u016fsob poskytov\u00e1n\u00ed slu\u017eeb proti nehl\u00e1\u0161en\u00e9mu zp\u016fsobu poskytov\u00e1n\u00ed slu\u017eeb<\/em><\/strong><\/p>\n<p>Slu\u017eby mohou zaji\u0161\u0165ovat <strong>ofici\u00e1ln\u00ed poskytovatel\u00e9 slu\u017eeb nebo nehl\u00e1\u0161en\u00ed pracovn\u00edci.<\/strong> Jak bude uvedeno v\u00a0n\u00e1sleduj\u00edc\u00edm odd\u00edle, vyu\u017eit\u00ed nehl\u00e1\u0161en\u00fdch poskytovatel\u016f slu\u017eeb m\u00e1 zna\u010dn\u00e9 negativn\u00ed d\u016fsledky pro spole\u010dnost (nap\u0159. da\u0148ov\u00e9 ztr\u00e1ty).<\/p>\n<p style=\"padding-left: 60px;\"><strong><em>R\u016fzn\u00e9 druhy (ofici\u00e1ln\u00edch) poskytovatel\u016f slu\u017eeb<\/em><\/strong><\/p>\n<p><strong>Na form\u00e1ln\u00edm trhu se druhy poskytovatel\u016f slu\u017eeb, kte\u0159\u00ed maj\u00ed povoleno poskytovat osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost, mohou rovn\u011b\u017e li\u0161it.<\/strong> Rozli\u0161it m\u016f\u017eeme tyto druhy:<\/p>\n<ul>\n<li>Ve\u0159ejn\u00e9 organizace (nebo organizace spojen\u00e9 s org\u00e1ny st\u00e1tn\u00ed spr\u00e1vy);<\/li>\n<li>Soukrom\u00e9 organizace orientovan\u00e9 na zisk a\u00a0neziskov\u00e9 organizace;<\/li>\n<li>Osoby samostatn\u011b v\u00fdd\u011ble\u010dn\u011b \u010dinn\u00e9;<\/li>\n<li>U\u017eivatel\u00e9 p\u0159\u00edmo zam\u011bstn\u00e1vaj\u00edc\u00ed pracovn\u00edky.<\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\"><strong><em>R\u016fzn\u00e9 druhy hospod\u00e1\u0159sk\u00e9 sout\u011b\u017ee mezi poskytovateli slu\u017eeb<\/em><\/strong><\/p>\n<p>Rozli\u0161ovat m\u016f\u017eeme rovn\u011b\u017e mezi n\u00e1sleduj\u00edc\u00edmi <strong>druhy konkuren\u010dn\u00edch vztah\u016f, <\/strong>je\u017e mohou existovat mezi poskytovateli slu\u017eeb:<\/p>\n<ul>\n<li><strong>Otev\u0159en\u00e1 konkurence<\/strong>: Standardn\u00ed forma konkurence, ve kter\u00e9 jsou v\u0161echny kvalifikovan\u00e9 nebo odpov\u011bdn\u00e9 strany zp\u016fsobil\u00e9 sout\u011b\u017eit. V tomto p\u0159\u00edpad\u011b by se zvl\u00e1\u0161tn\u00ed pozornost m\u011bla v\u011bnovat r\u016fzn\u00fdm dostupn\u00fdm form\u00e1m podpory na stran\u011b nab\u00eddky, aby se zajistila neutralita da\u0148ov\u00e9ho a\u00a0p\u0159edpisov\u00e9ho r\u00e1mce pro v\u0161echny druhy poskytovatel\u016f.<\/li>\n<\/ul>\n<ul>\n<li><strong>Kvazitrh<\/strong>: Na \u201ekvazitrz\u00edch\u201c se jak strana nab\u00eddky, tak i strana popt\u00e1vky z\u00e1sadn\u011b li\u0161\u00ed od nab\u00eddky a\u00a0popt\u00e1vky na tradi\u010dn\u00edch trz\u00edch. Teoretici definuj\u00ed kvazitrhy pomoc\u00ed ur\u010dit\u00fdch krit\u00e9ri\u00ed, kter\u00fdmi se odli\u0161uj\u00ed od tradi\u010dn\u00edch trh\u016f. Krit\u00e9ria zahrnuj\u00ed skute\u010dnosti, \u017ee:\n<ul>\n<li>Kvazitrhy jsou vytvo\u0159en\u00e9 a\u00a0udr\u017eovan\u00e9 ve\u0159ejn\u00fdm sektorem;<\/li>\n<li>Slu\u017eby vytvo\u0159en\u00e9 na kvazitrz\u00edch oby\u010dejn\u011b pln\u00ed c\u00edle soci\u00e1ln\u00ed ziskovosti a\u00a0blahobytu;<\/li>\n<li>Ve\u0159ejn\u00fd sektor je oby\u010dejn\u011b \u00fa\u010dastn\u00edkem, regul\u00e1torem a\u00a0p\u0159\u00edjemcem slu\u017eby;<\/li>\n<li>Na kvazitrz\u00edch mohou b\u00fdt r\u016fzn\u00e9 druhy producent\u016f, kte\u0159\u00ed mezi sebou sout\u011b\u017e\u00ed (organizace orientovan\u00e9 na zisk a\u00a0neziskov\u00e9 organizace z ve\u0159ejn\u00e9ho i soukrom\u00e9ho sektoru);<\/li>\n<li>U\u017eivatel\u00e9 slu\u017eeb oby\u010dejn\u011b za slu\u017eby neplat\u00ed v\u00a0okam\u017eiku vyu\u017eit\u00ed slu\u017eby; mezi p\u0159\u00edjemcem a\u00a0poskytovatelem slu\u017eeb (ve ve\u0159ejn\u00e9m sektoru) prob\u00edhaj\u00ed pen\u011b\u017en\u00ed toky.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Monopoln\u00ed situace:<\/strong> Situace, kdy cel\u00fd nebo t\u00e9m\u011b\u0159 cel\u00fd trh s ur\u010dit\u00fdm typem produktu nebo slu\u017eby vlastn\u00ed jedin\u00e1 spole\u010dnost nebo skupina. Podle definice je monopol charakterizov\u00e1n absenc\u00ed konkurence, co\u017e se \u010dasto odr\u00e1\u017e\u00ed ve vysok\u00fdch cen\u00e1ch a\u00a0produktech ni\u017e\u0161\u00ed kvality.<\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\"><strong><em>Potenci\u00e1ln\u00ed p\u0159\u00edtomnost zprost\u0159edkovatel\u016f a\u00a0formy zam\u011bstnaneck\u00e9ho pom\u011bru<\/em><\/strong><\/p>\n<p>A kone\u010dn\u011b dal\u0161\u00ed d\u016fle\u017eitou vlastnost\u00ed na stran\u011b nab\u00eddky je <strong>p\u0159\u00edtomnost (nebo nep\u0159\u00edtomnost) zprost\u0159edkovatel\u016f mezi u\u017eivateli a\u00a0pracovn\u00edky.<\/strong> Ta m\u00e1 v\u00fdznamn\u00e9 d\u016fsledky, v\u010detn\u011b d\u016fsledk\u016f na model zam\u011bstnanosti v\u00a0osobn\u00edch slu\u017eb\u00e1ch a\u00a0slu\u017eb\u00e1ch pro dom\u00e1cnost. V oblasti poskytov\u00e1n\u00ed slu\u017eeb lze rozli\u0161ovat mezi dv\u011bma rozd\u00edln\u00fdmi modely zam\u011bstnanosti:<\/p>\n<ul>\n<li>Na jedn\u00e9 stran\u011b to jsou <strong>pracovn\u00edci, kte\u0159\u00ed jsou p\u0159\u00edmo najat\u00ed soukrom\u00fdmi osobami nebo dom\u00e1cnostmi,<\/strong> aby v\u00a0jejich dom\u00e1cnosti vykonali dom\u00e1c\u00ed \u00fakoly. Toto p\u0159\u00edm\u00e9 zam\u011bstn\u00e1n\u00ed je charakterizov\u00e1no dvoustrann\u00fdm vztahem mezi u\u017eivatelem (jen\u017e je rovn\u011b\u017e zam\u011bstnavatelem) a\u00a0pracovn\u00edkem. U t\u00e9to formy zam\u011bstnaneck\u00e9ho vztahu existuje men\u0161\u00ed kontrola kvality pr\u00e1ce proveden\u00e9 pracovn\u00edky osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost. Tato forma pr\u00e1ce je rovn\u011b\u017e \u0161iroce vn\u00edm\u00e1na jako \u201edom\u00e1c\u00ed\u201c pr\u00e1ce a\u00a0mohla by v\u00e9st k\u00a0ur\u010dit\u00fdm spole\u010densk\u00fdm nesouhlas\u016fm.<\/li>\n<\/ul>\n<ul>\n<li>Na druh\u00e9 stran\u011b to jsou <strong>pracovn\u00edci, kte\u0159\u00ed jsou zam\u011bstnan\u00ed organizac\u00ed <\/strong>(soukromou nebo ve\u0159ejnou, orientovanou na zisk nebo neziskovou). Jedn\u00e1 se o\u00a0\u201ezprost\u0159edkovanou\u201c neboli \u201etrojstrannou\u201c formu zam\u011bstn\u00e1n\u00ed, kdy je pracovn\u00edk zam\u011bstnan\u00fd u spole\u010dnosti, kter\u00e1 slu\u017eby prod\u00e1v\u00e1 na trhu, nebo u organizace, kter\u00e1 slu\u017eby zaji\u0161\u0165uje (nap\u0159. ve\u0159ejn\u00e1 organizace). P\u0159\u00edjemce slu\u017eby si tuto slu\u017ebu jednodu\u0161e zakoup\u00ed na trhu nebo slu\u017ebu obdr\u017e\u00ed od ve\u0159ejn\u00fdch subjekt\u016f. U t\u00e9to formy pr\u00e1ce jsou organizace zam\u011bstnavateli pracovn\u00edk\u016f osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost. Kvalita pr\u00e1ce a\u00a0poskytnut\u00fdch osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost je zde v\u00edce kontrolov\u00e1na.
