P\u0159\u00edle\u017eitosti pro vytvo\u0159en\u00ed pozitivn\u00edho prost\u0159ed\u00ed pro \u00fasp\u011b\u0161n\u00e9 zaveden\u00ed osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost v\u0161ak existuj\u00ed. Jak ji\u017e bylo uvedeno, popt\u00e1vka je vy\u0161\u0161\u00ed ne\u017e form\u00e1ln\u00ed a\u00a0cenov\u011b dostupn\u00e1 nab\u00eddka. Poskytov\u00e1n\u00ed osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost m\u00e1 mnoho pozitivn\u00edch spole\u010dn\u00fdch vn\u011bj\u0161\u00edch vliv\u016f pro celou spole\u010dnost, jako je sni\u017eov\u00e1n\u00ed nehl\u00e1\u0161en\u00e9 pr\u00e1ce a\u00a0nezam\u011bstnanosti, posilov\u00e1n\u00ed soci\u00e1ln\u00ed soudr\u017enosti (pro u\u017eivatele i pracovn\u00edky), pokrok sm\u011brem ke slad\u011bn\u00ed pracovn\u00edho a\u00a0soukrom\u00e9ho \u017eivota lid\u00ed a\u00a0podpora op\u011btovn\u00e9ho za\u010dlen\u011bn\u00ed na trhu pr\u00e1ce. Proto <em>\u201ev z\u00e1jmu vyu\u017eit\u00ed t\u011bchto spole\u010dn\u00fdch v\u00fdhod m\u00e1 smysl, aby st\u00e1t podstatn\u011b subvencoval spot\u0159ebu takov\u00fdchto slu\u017eeb\u201c<\/em> (Defourny, 2010). K hlavn\u00edm pozitivn\u00edm vn\u011bj\u0161\u00edm vliv\u016fm ve\u0159ejn\u00e9 podpory pat\u0159\u00ed:<\/p>\n<ul>\n<li><strong>Boj proti nehl\u00e1\u0161en\u00e9 ekonomice:<\/strong> Komise uv\u00e1d\u00ed, \u017ee <em>\u201cs p\u0159ihl\u00e9dnut\u00edm k\u00a0v\u00fdznamu nenahl\u00e1\u0161en\u00e9 pr\u00e1ce v\u00a0oblasti osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost mohou org\u00e1ny ve\u0159ejn\u00e9 spr\u00e1vy zv\u00e1\u017eit intervenci s c\u00edlem podpo\u0159it poskytov\u00e1n\u00ed osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost ve form\u00e1ln\u00ed ekonomice.&#8221;<\/em> M\u011bla by podpo\u0159it opat\u0159en\u00ed, kter\u00e1 tyto slu\u017eby p\u0159esunou z \u0161ed\u00e9 ekonomiky do ekonomiky form\u00e1ln\u00ed, vytvo\u0159\u00ed dodate\u010dn\u00e9 da\u0148ov\u00e9 p\u0159\u00edjmy pro st\u00e1t prost\u0159ednictv\u00edm nov\u011b vznikl\u00fdch pracovn\u00edch m\u00edst a\u00a0p\u0159inesou \u00faspory ve v\u00fddaj\u00edch ve\u0159ejn\u00e9 spr\u00e1vy (nap\u0159. sn\u00ed\u017een\u00ed d\u00e1vek v\u00a0nezam\u011bstnanosti, vy\u0161\u0161\u00ed v\u00fdb\u011br dan\u00ed). T\u00edmto zp\u016fsobem je nav\u00edc mo\u017en\u00e9 vytvo\u0159it nov\u00e9 pracovn\u00ed p\u0159\u00edle\u017eitosti pro osoby s relativn\u011b n\u00edzkou kvalifikac\u00ed, zejm\u00e9na pokud jde o\u00a0slu\u017eby pro dom\u00e1cnost, je\u017e vy\u017eaduj\u00ed pouze n\u00edzk\u00e9 ve\u0159ejn\u00e9 investice podporuj\u00edc\u00ed poskytov\u00e1n\u00ed dom\u00e1c\u00edch slu\u017eeb ve form\u00e1ln\u00ed ekonomice na \u00fakor \u0161ed\u00e9 ekonomiky.<\/li>\n<\/ul>\n<ul>\n<li><strong>Tvorba nov\u00fdch pracovn\u00edch m\u00edst (zejm\u00e9na pro \u017eeny):<\/strong> V posledn\u00edch letech p\u0159edstavovaly osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost druh\u00fd nejrychleji rostouc\u00ed sektor, co se t\u00fd\u010de zam\u011bstnanosti, hned po sektoru IKT. V dubnu roku 2012 Komise odhadovala, \u017ee potenci\u00e1l vzniku nov\u00fdch pracovn\u00edch m\u00edst v\u00a0sektoru osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost dos\u00e1hne 5,5 milionu pracovn\u00edch m\u00edst. Rozvoj osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost by tak mohl p\u0159isp\u011bt k\u00a0dosa\u017een\u00ed c\u00edl\u016f strategie \u201eEvropa 2020\u201c. \u0158ada pokus\u016f uskute\u010dn\u011bn\u00fdch v\u00a0\u010dlensk\u00fdch st\u00e1tech EU na podporu sektoru se uk\u00e1zala jako \u00fa\u010dinn\u00e1. V t\u00e9to souvislosti bylo ve Francii od roku 2005 vytvo\u0159eno 450 000 pracovn\u00edch m\u00edst. Pouk\u00e1zkov\u00fd syst\u00e9m <em>Titres-services v\u00a0<\/em>Belgii p\u0159inesl mezi lety 2004 a\u00a02012 149 800 nov\u00fdch pracovn\u00edch m\u00edst. Osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost vytv\u00e1\u0159ej\u00ed nep\u0159em\u00edstiteln\u00e1 pracovn\u00ed m\u00edsta pro osoby dlouhodob\u011b nezam\u011bstnan\u00e9 a\u00a0s n\u00edzkou kvalifikac\u00ed i pro migruj\u00edc\u00ed pracovn\u00edky. Podporuj\u00ed rovn\u011b\u017e \u00fa\u010dast \u017een na trhu pr\u00e1ce a\u00a0soci\u00e1ln\u00ed inkluzi na z\u00e1klad\u011b p\u0159\u00edm\u00e9ho zaji\u0161t\u011bn\u00ed pracovn\u00edho m\u00edsta (v pr\u016fm\u011bru 90 % pracovn\u00edk\u016f osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb v\u00a0dom\u00e1cnosti p\u0159edstavuj\u00ed \u017eeny).<\/li>\n<\/ul>\n<ul>\n<li><strong>Zlep\u0161en\u00ed pracovn\u00ed podm\u00ednek a\u00a0zv\u00fd\u0161en\u00ed atraktivnosti: <\/strong>formalizace osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost je rovn\u011b\u017e zp\u016fsob, jak prost\u0159ednictv\u00edm kolektivn\u00edch smluv zav\u00e9st status se stejn\u00fdmi pr\u00e1vy a\u00a0n\u00e1roky, jak\u00e9 maj\u00ed ostatn\u00ed pracovn\u00edci podle obecn\u00fdch pracovn\u011bpr\u00e1vn\u00edch p\u0159edpis\u016f, v\u010detn\u011b s\u00edt\u00ed soci\u00e1ln\u00edho zabezpe\u010den\u00ed a\u00a0n\u00e1rok\u016f na d\u00e1vky v\u00a0nezam\u011bstnanosti, d\u016fchody, mate\u0159skou dovolenou, z\u00e1konnou dovolenou atd. Formalizace je z\u00e1kladem spole\u010densk\u00e9ho uzn\u00e1n\u00ed hodnoty t\u011bchto slu\u017eeb a\u00a0pracovn\u00edk\u016f, kte\u0159\u00ed je prov\u00e1d\u011bj\u00ed. Z\u00e1rove\u0148 je to zp\u016fsob, jak pracovn\u00edky motivovat a\u00a0udr\u017eet a\u00a0jak u\u010dinit sektor atraktivn\u011bj\u0161\u00ed, co\u017e m\u00e1 zase kladn\u00fd dopad na kvalitu poskytovan\u00fdch slu\u017eeb.<\/li>\n<\/ul>\n<ul>\n<li><strong>Zlep\u0161en\u00ed profesionalizace:<\/strong> osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost vy\u017eaduj\u00ed \u0159adu technick\u00fdch dovednost\u00ed a\u00a0dovednost\u00ed v\u00a0oblasti mezilidsk\u00fdch zdroj\u016f, kter\u00e9 jsou v\u00a0sou\u010dasn\u00e9 dob\u011b ve spole\u010dnosti podhodnocen\u00e9. Obecn\u011b se m\u00e1 za to, \u017ee se osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost v\u011bt\u0161inou t\u00fdkaj\u00ed \u017een a\u00a0\u017ee tato pracovn\u00ed m\u00edsta nevy\u017eaduj\u00ed \u017e\u00e1dn\u00e9 \u0161kolen\u00ed. Profesionalizace v\u00a0tomto sektoru by mohla zahrnovat c\u00edlen\u00e9 \u00favodn\u00ed \u0161kolen\u00ed a\u00a0pr\u016fb\u011b\u017en\u00e9 \u0161kolen\u00ed zam\u011bstnanc\u016f. Pr\u016fb\u011b\u017en\u00e9 \u0161kolen\u00ed je zvl\u00e1\u0161\u0165 d\u016fle\u017eit\u00e9, proto\u017ee pom\u00e1h\u00e1 bojovat proti izolaci pracovn\u00edk\u016f, zejm\u00e9na pokud mnoz\u00ed z nich pracuj\u00ed v\u00a0soukrom\u00fdch dom\u00e1cnostech. A\u00a0kone\u010dn\u011b profesionalizace podporuje strukturov\u00e1n\u00ed sektoru a\u00a0zaji\u0161\u0165uje tak, \u017ee je tato pr\u00e1ce spojov\u00e1na s v\u011bt\u0161\u00ed hodnotou a\u00a0\u017ee pracovn\u00edci jsou uzn\u00e1van\u00ed, \u010d\u00edm\u017e se v\u00fdhoda po\u0159izov\u00e1n\u00ed t\u011bchto slu\u017eeb na form\u00e1ln\u00edm trhu st\u00e1v\u00e1 pro u\u017eivatele je\u0161t\u011b v\u00fdrazn\u011bj\u0161\u00ed.<\/li>\n<\/ul>\n<ul>\n<li><strong>Zlep\u0161ov\u00e1n\u00ed kvality p\u00e9\u010de: <\/strong>proto\u017ee pracovn\u00edci tohoto sektoru maj\u00ed odpov\u00eddaj\u00edc\u00ed dovednosti, t\u011b\u0161\u00ed se dobr\u00fdm pracovn\u00edm podm\u00ednk\u00e1m a\u00a0podl\u00e9haj\u00ed kontrole kvality ze strany \u0159\u00edd\u00edc\u00edho org\u00e1nu st\u00e1tn\u00ed spr\u00e1vy.<\/li>\n<\/ul>\n<ul>\n<li><strong>P\u0159il\u00e1k\u00e1n \u017een na trh pr\u00e1ce a\u00a0jejich udr\u017een\u00ed:<\/strong> se stabiln\u00edm sektorem osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost maj\u00ed \u017eeny men\u0161\u00ed poku\u0161en\u00ed p\u0159estat pracovat (nebo pracovat na \u010d\u00e1ste\u010dn\u00fd \u00favazek), i kdy\u017e jsou odpov\u011bdn\u00e9 za jednoho nebo v\u00edce z\u00e1visl\u00fdch p\u0159\u00edbuzn\u00fdch. Mo\u017enost zad\u00e1vat osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost extern\u00edm subjekt\u016fm, stanou-li se slu\u017eby cenov\u011b dostupn\u00fdmi, zejm\u00e9na d\u00edky zaveden\u00ed ve\u0159ejn\u00fdch opat\u0159en\u00ed na podporu tohoto sektoru, je \u0159e\u0161en\u00edm pro ty, kdo necht\u011bj\u00ed n\u00e9st tuto odpov\u011bdnost sami. Podle jedn\u00e9 studie vy\u0161lo ve \u0160v\u00e9dsku najevo, \u017ee za ka\u017edou zakoupenou hodinu dom\u00e1c\u00edch slu\u017eeb z\u00edskaj\u00ed vdan\u00e9 \u017eeny (ve v\u011bku 25\u201355 let) 1,8 hodiny, kterou z 60\u00a0% vyu\u017eij\u00ed na placenou pr\u00e1ci (Halld\u00e9n, 2014). N\u00e1kup osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost tud\u00ed\u017e zv\u00fd\u0161il \u00fa\u010dast \u017een na trhu pr\u00e1ce.<\/li>\n<\/ul>\n<ul>\n<li><strong>Zvy\u0161ov\u00e1n\u00ed pohody d\u00edky lep\u0161\u00ed rovnov\u00e1ze mezi pracovn\u00edm a\u00a0soukrom\u00fdm \u017eivotem: <\/strong>lep\u0161\u00ed rovnov\u00e1hy mezi pracovn\u00edm a\u00a0soukrom\u00fdm \u017eivotem lze dos\u00e1hnout vy\u0161\u0161\u00ed externalizac\u00ed ka\u017edodenn\u00edch \u00fakol\u016f v\u00a0dom\u00e1cnosti a\u00a0p\u00e9\u010de o\u00a0d\u011bti a\u00a0star\u0161\u00ed osoby. Nab\u00edzej\u00ed rovn\u011b\u017e \u0159e\u0161en\u00ed umo\u017e\u0148uj\u00edc\u00ed lep\u0161\u00ed rozd\u011blen\u00ed p\u00e9\u010de a\u00a0dom\u00e1c\u00edch \u00fakol\u016f mezi mu\u017ee a\u00a0\u017eenu.<\/li>\n<\/ul>\n<ul>\n<li><strong>Vy\u0161\u0161\u00ed r\u016fst a\u00a0produktivita spole\u010dnost\u00ed: <\/strong>lep\u0161\u00ed motivac\u00ed zam\u011bstnanc\u016f prost\u0159ednictv\u00edm lep\u0161\u00ed rovnov\u00e1hy mezi pracovn\u00edm a\u00a0soukrom\u00fdm \u017eivotem mohou spole\u010dnosti omezit absenci a\u00a0prezentismus. Nav\u00edc rozvoj form\u00e1ln\u00edho poskytov\u00e1n\u00ed osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost podporuje vznik nov\u00fdch spole\u010dnost\u00ed. V t\u00e9to souvislosti m\u011bly ve\u0159ejn\u00e9 intervence pozitivn\u00ed \u00fa\u010dinek na vznik a\/nebo r\u016fst 1 065 mal\u00fdch a\u00a0st\u0159edn\u00edch podnik\u016f v\u00a0Belgii, 8 300 ve Francii a\u00a013 500 ve \u0160v\u00e9dsku.<\/li>\n<\/ul>\n<ul>\n<li><strong>Posilov\u00e1n\u00ed soci\u00e1ln\u00ed inkluze a\u00a0boj s chudobou:<\/strong> zejm\u00e9na v\u00a0souvislosti s migranty, \u017eenami a\u00a0pracuj\u00edc\u00ed populac\u00ed s\u00a0n\u00edzkou kvalifikac\u00ed, kte\u0159\u00ed tvo\u0159\u00ed v\u011bt\u0161inu pracovn\u00edk\u016f osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost. Nicm\u00e9n\u011b podpora opat\u0159en\u00ed ve prosp\u011bch osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost rovn\u011b\u017e p\u0159isp\u00edv\u00e1 k\u00a0soci\u00e1ln\u00ed inkluzi t\u011bch nejz\u00e1vislej\u0161\u00edch lid\u00ed ve spole\u010dnosti.
