Osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost tak p\u0159edstavuj\u00ed druh\u00fd nejrychleji rostouc\u00ed sektor, co se t\u00fd\u010de zam\u011bstnanosti, hned po sektoru IKT, (Evropsk\u00e1 komise, 2015).<\/p>\n<p>V d\u016fsledku sou\u010dasn\u00fdch spole\u010densk\u00fdch zm\u011bn se ve skute\u010dnosti osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost st\u00e1vaj\u00ed st\u00e1le z\u00e1sadn\u011bj\u0161\u00ed. <strong>Zm\u011bny ve struktur\u00e1ch rodiny<\/strong> (nap\u0159. zv\u00fd\u0161en\u00ed m\u00edry zam\u011bstnanosti \u017een, vy\u0161\u0161\u00ed po\u010det rodin s jedn\u00edm rodi\u010dem atd.) znamenaj\u00ed pro rodiny v\u011bt\u0161\u00ed probl\u00e9my, co se t\u00fd\u010de zvl\u00e1d\u00e1n\u00ed b\u011b\u017en\u00fdch ka\u017edodenn\u00edch \u00fakol\u016f. Podle Eurofoundu se p\u00e9\u010di o\u00a0d\u011bti ob\u010dan\u00e9 EU v\u00a0pr\u016fm\u011bru v\u011bnuj\u00ed 23 hodin t\u00fddn\u011b a\u00a0p\u00e9\u010di o\u00a0star\u0161\u00ed nebo zdravotn\u011b posti\u017een\u00e9 osoby 8 hodin, a\u00a0d\u00e1le se 11 hodin v\u011bnuj\u00ed va\u0159en\u00ed a\u00a0dom\u00e1c\u00edm prac\u00edm. Dopad dom\u00e1c\u00edch \u00fakol\u016f na rovnov\u00e1hu mezi pracovn\u00ed a\u00a0soukrom\u00fdm \u017eivotem nelze ignorovat, zejm\u00e9na pokud vezmeme v\u00a0\u00favahu, \u017ee 53\u00a0% pracovn\u00edk\u016f EU v\u00a0roce 2011 uvedlo, \u017ee p\u0159ich\u00e1zej\u00ed dom\u016f p\u0159\u00edli\u0161 unaven\u00ed na to, aby d\u011blali dom\u00e1c\u00ed pr\u00e1ce, kter\u00e9 je zapot\u0159eb\u00ed ud\u011blat n\u011bkolikr\u00e1t za m\u011bs\u00edc.<\/p>\n<p>Mimoto bezprecedentn\u00ed a\u00a0obecn\u00e9 st\u00e1rnut\u00ed na\u0161ich spole\u010dnost\u00ed zvy\u0161uje popt\u00e1vku po slu\u017eb\u00e1ch pomoci v\u00a0dom\u00e1cnosti a\u00a0pe\u010dovatelsk\u00fdch slu\u017eb\u00e1ch. Mezi lety 2010 a\u00a02030 vzroste po\u010det Evropan\u016f ve v\u011bku 65\u201379 let o\u00a036 % a\u00a0ve v\u011bku 80 a\u00a0v\u00edce let o\u00a057 % (Evropsk\u00e1 komise, 2011a). V sou\u010dasn\u00e9 dob\u011b je p\u0159\u00e1n\u00ed star\u0161\u00edch lid\u00ed z\u016fstat doma d\u00e9le \u010d\u00e1ste\u010dn\u011b napl\u0148ov\u00e1no neform\u00e1ln\u00ed pomoc\u00ed a\u00a0p\u00e9\u010d\u00ed ze strany rodinn\u00fdch pe\u010dovatel\u016f a\u00a0nehl\u00e1\u0161en\u00fdch pracovn\u00edk\u016f. V cel\u00e9 Evrop\u011b tak p\u0159ibli\u017en\u011b 80 % pe\u010dovatelsk\u00fdch hodin zaji\u0161\u0165uj\u00ed neform\u00e1ln\u00ed pe\u010dovatel\u00e9, a\u00a0to p\u0159ev\u00e1\u017en\u011b \u017eeny ve v\u011bku 45 a\u00a0v\u00edce let (Eurofound, 2015) N\u011bkte\u0159\u00ed z nich poskytuj\u00ed p\u00e9\u010di sv\u00fdm p\u0159\u00edbuzn\u00fdm z vlastn\u00ed v\u016fle, av\u0161ak jin\u00ed nikoli, a\u00a0jsou tak nuceni omezit svoji pracovn\u00ed dobu nebo v\u00a0n\u011bkter\u00fdch p\u0159\u00edpadech i opustit trh pr\u00e1ce, aby splnili pot\u0159eby sv\u00fdch p\u0159\u00edbuzn\u00fdch. V dlouhodob\u00e9m v\u00fdhledu nen\u00ed tato situace udr\u017eiteln\u00e1 ani ekonomicky \u010di spole\u010densky p\u0159ijateln\u00e1.<\/p>\n<p>Nav\u00edc se o\u010dek\u00e1v\u00e1, \u017ee spolu s klesaj\u00edc\u00edm po\u010dtem obyvatel v\u00a0produktivn\u00edm v\u011bku bude po\u010det rodinn\u00fdch pe\u010dovatel\u016f do roku 2050 klesat (Colombo, 2015). Proto je rozvoj osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost d\u016fle\u017eit\u00fd, aby se umo\u017enilo star\u0161\u00edm lidem z\u016fstat d\u00e9le v\u00a0jejich domovech a\u00a0z\u00e1rove\u0148 aby rodinn\u00ed pe\u010dovatel\u00e9 z\u00edskali p\u0159\u00edstup ke slu\u017eb\u00e1m pomoci v\u00a0dom\u00e1cnosti, kter\u00e9 by jim umo\u017enili l\u00e9pe sladit jejich pe\u010dovatelsk\u00e9 povinnosti s prac\u00ed a\u00a0rodinou.<\/p>\n<p>Osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost zlep\u0161uj\u00ed kvalitu \u017eivota star\u0161\u00edch a\u00a0z\u00e1visl\u00fdch osob a\u00a0umo\u017e\u0148uj\u00ed pracovn\u00edk\u016fm (zejm\u00e9na \u017een\u00e1m) vn\u00e9st do jejich profesion\u00e1ln\u00edho a\u00a0soukrom\u00e9ho \u017eivota rovnov\u00e1hu. Vyu\u017e\u00edvat je mohou pravideln\u011b nebo pouze ve v\u00fdjime\u010dn\u00fdch p\u0159\u00edpadech. Ob\u010dan\u00e9 EU v\u0161ak \u010del\u00ed mnoha p\u0159ek\u00e1\u017ek\u00e1m, cht\u011bj\u00ed-li se dostat k\u00a0jedn\u00e9 nebo v\u00edce osobn\u00edm slu\u017eb\u00e1m nebo slu\u017eb\u00e1m pro dom\u00e1cnost, je\u017e omezuj\u00ed dostupn\u00e9 mo\u017enosti a\u00a0ve v\u00fdsledku znamenaj\u00ed v\u00e1\u017en\u00e9 nev\u00fdhody.<\/p>\n<ul>\n<li>Osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost postr\u00e1daj\u00ed strukturovanou nab\u00eddku slu\u017eeb p\u0159im\u011b\u0159en\u00e9 kvality, zejm\u00e9na co se t\u00fd\u010de pe\u010dovatelsk\u00fdch slu\u017eeb, co\u017e v\u00a0d\u016fsledku <strong>omezuje ob\u010dany EU ve volb\u011b<\/strong> jejich soukrom\u00e9ho \u017eivota. To m\u016f\u017ee v\u00e9st k\u00a0omezen\u00ed porodnosti: p\u00e1ry se mohou rozhodnout, \u017ee nebudou m\u00edt d\u011bti, nebo \u017ee jich budou m\u00edt m\u00e9n\u011b. Rodinn\u00ed pe\u010dovatel\u00e9 se rovn\u011b\u017e mohou odm\u00edtnout p\u0159est\u011bhovat, aby z\u016fstali ve stejn\u00e9m m\u011bst\u011b spolu se sv\u00fdmi z\u00e1visl\u00fdmi p\u0159\u00edbuzn\u00fdmi. Tato soukrom\u00e1 rozhodnut\u00ed mohou m\u00edt nep\u0159\u00edzniv\u00fd dopad na celou spole\u010dnost. Maj\u00ed vliv na m\u00edstn\u00ed demografii, d\u00e1le zesiluj\u00ed trend demografick\u00e9ho st\u00e1rnut\u00ed a\u00a0vedou k\u00a0hospod\u00e1\u0159sk\u00fdm probl\u00e9m\u016fm. Dal\u0161\u00ed mo\u017enost\u00ed pe\u010dovatel\u016f je <strong>p\u0159estat pracovat<\/strong> nebo <strong>pracovat na \u010d\u00e1ste\u010dn\u00fd \u00favazek. <\/strong>Takov\u00e9to rozhodnut\u00ed stoj\u00ed v\u011bt\u0161inou sp\u00ed\u0161e na \u017een\u011b ne\u017e na mu\u017ei, co\u017e m\u00e1 vysoce negativn\u00ed d\u016fsledky pro rovn\u00e9 postaven\u00ed mu\u017e\u016f a\u00a0\u017een i pro soci\u00e1ln\u00ed inkluzi. Stoj\u00ed rovn\u011b\u017e za zm\u00ednku, \u017ee matky pracuj\u00ed po ka\u017ed\u00e9m d\u00edt\u011bti o\u00a012\u00a0% m\u00e9n\u011b a\u00a0\u017ee t\u00e9m\u011b\u0159 polovina ekonomicky ne\u010dinn\u00fdch \u017een v\u00a0EU je neaktivn\u00ed z rodinn\u00fdch d\u016fvod\u016f (Evropsk\u00fd parlament, 2013). Podobn\u011b 7 % \u017een uv\u00e1d\u00ed, \u017ee ka\u017ed\u00fd den pe\u010duje o\u00a0star\u0161\u00edho nebo z\u00e1visl\u00e9ho p\u0159\u00edbuzn\u00e9ho, ve srovn\u00e1n\u00ed s pouh\u00fdmi 4\u00a0% mu\u017e\u016f (Eurofound, 2012).<\/li>\n<\/ul>\n<ul>\n<li>Ob\u010dan\u00e9 EU mohou vyu\u017e\u00edt slu\u017eby soukrom\u00fdch subjekt\u016f (nap\u0159. soukrom\u00e9 \u0161kolky, pe\u010dovatelsk\u00e9 domy, dom\u00e1c\u00ed slu\u017eby atd.), ty jsou v\u0161ak pom\u011brn\u011b <strong>drah\u00e9 a\u00a0pro v\u011bt\u0161inu ob\u010dan\u016f tak nejsou dostupn\u00e9.<\/strong> Z toho d\u016fvodu se ob\u010dan\u00e9 EU mohou rozhodnout vyu\u017e\u00edvat osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost, nebo se mohou rozhodnout pracovat v\u00edce \u010di d\u00e9le nebo &#8211; v\u00a0p\u0159\u00edpad\u011b p\u00e1r\u016f &#8211; v\u00a0r\u016fzn\u00fdch \u010dasech a\u00a0p\u00e9\u010di o\u00a0sv\u00e9 z\u00e1visl\u00e9 p\u0159\u00edbuzn\u00e9 zajistit prost\u0159ednictv\u00edm nab\u00eddky soukrom\u00fdch subjekt\u016f. Tomu v\u0161ak mus\u00ed ob\u011btovat svoji pohodu a\u00a0voln\u00fd \u010das, aby byli ekonomicky schopni zajistit p\u0159\u00edstup ke slu\u017eb\u00e1m odpov\u00eddaj\u00edc\u00ed kvality. Takov\u00e9 \u0159e\u0161en\u00ed se v\u0161ak z\u0159\u00eddka vol\u00ed v\u00a0rodin\u00e1ch s n\u00edzk\u00fdmi p\u0159\u00edjmy, proto\u017ee vytv\u00e1\u0159\u00ed dal\u0161\u00ed pot\u0159eby pro pe\u010dovatele, kte\u0159\u00ed tr\u00e1v\u00ed m\u00e9n\u011b \u010dasu doma: st\u00e1le v\u00edce nezbytn\u00e9 jsou rovn\u011b\u017e dom\u00e1c\u00ed slu\u017eby, proto\u017ee pom\u00e1haj\u00ed pracuj\u00edc\u00edm skloubit jejich osobn\u00ed a\u00a0pe\u010dovatelsk\u00e9 povinnosti. Nav\u00edc vytv\u00e1\u0159\u00ed dal\u0161\u00ed tlak na osam\u011bl\u00e9 pracuj\u00edc\u00ed (nap\u0159\u00edklad rodi\u010de samo\u017eivitele, nebo jedin\u00e9 d\u00edt\u011b pe\u010duj\u00edc\u00ed o\u00a0sv\u00e9ho star\u0161\u00edho p\u0159\u00edbuzn\u00e9ho), na jejich\u017e bedra pad\u00e1 cel\u00e1 z\u00e1t\u011b\u017e v\u00a0podob\u011b p\u00e9\u010de o\u00a0z\u00e1vislou osobu. V takov\u00fdch p\u0159\u00edpadech existuje n\u011bkolik mo\u017enost\u00ed, ty v\u0161ak maj\u00ed vysoce negativn\u00ed dopady na pracuj\u00edc\u00ed, co se t\u00fd\u010de jejich kari\u00e9ry a\u00a0finan\u010dn\u00ed situace.<\/li>\n<\/ul>\n<p>To je d\u016fvod, pro\u010d nej\u017e\u00e1dan\u011bj\u0161\u00ed alternativou k\u00a0vyu\u017e\u00edv\u00e1n\u00ed profesion\u00e1ln\u00edch osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost z\u016fst\u00e1v\u00e1 <strong>nehl\u00e1\u0161en\u00e1 ekonomika. <\/strong>Z posledn\u00edho pr\u016fzkumu Eurobarometru (Evropsk\u00e1 komise, 2013) m\u016f\u017eeme vyvodit, \u017ee p\u0159ibli\u017en\u011b 7 milion\u016f Evropan\u016f si po\u0159izuje dom\u00e1c\u00ed \u00faklidov\u00e9 slu\u017eby na nehl\u00e1\u0161en\u00e9m trhu, 2,3 milion\u016f si takto kupuje slu\u017eby dom\u00e1c\u00edho hl\u00edd\u00e1n\u00ed d\u011bt\u00ed a\u00a0dal\u0161\u00edch 1,4 milion\u016f po\u0159izuje asisten\u010dn\u00ed slu\u017eby pro z\u00e1visl\u00e9 nebo star\u0161\u00ed p\u0159\u00edbuzn\u00e9. V roce 2010 dos\u00e1hl pod\u00edl nehl\u00e1\u0161en\u00e9 pr\u00e1ce na trhu osobn\u00edch slu\u017eeb 70\u00a0% v\u00a0It\u00e1lii a\u00a0\u0160pan\u011blsku, 50\u00a0% ve Spojen\u00e9m kr\u00e1lovstv\u00ed, 45\u00a0% v\u00a0N\u011bmecku, 40\u00a0% v\u00a0Nizozemsku, 30\u00a0% ve Francii a\u00a0Belgii a\u00a015\u00a0% ve \u0160v\u00e9dsku (DGCIS, 2011). Tyto odhady v\u0161ak mohou skute\u010dnou situaci podhodnocovat.<\/p>\n<p>P\u0159evaha nehl\u00e1\u0161en\u00e9 ekonomiky v\u00a0tomto sektoru m\u00e1 zna\u010dn\u011b negativn\u00ed dopady na st\u00e1t, pracuj\u00edc\u00ed i u\u017eivatele. Jej\u00ed p\u0159etrv\u00e1v\u00e1n\u00ed lze vysv\u011btlit siln\u00fdm nap\u011bt\u00edm na trhu mezi touhou po v\u011bt\u0161\u00ed profesionalit\u011b a\u00a0p\u0159edstavami u\u017eivatel\u016f, \u017ee by slu\u017ebu m\u011bli z\u00edskat za dostupnou cenu, kter\u00e9 d\u00e1le umoc\u0148uje skute\u010dnost, \u017ee ofici\u00e1ln\u00ed nab\u00eddka slu\u017eeb je nedostate\u010dn\u00e1. P\u0159evaha nehl\u00e1\u0161en\u00e9 ekonomiky vytv\u00e1\u0159\u00ed probl\u00e9my na r\u016fzn\u00fdch \u00farovn\u00edch:<\/p>\n<ul>\n<li><strong>Ekonomick\u00e1 \u00farove\u0148:<\/strong> jak\u00e1koli st\u00e1tn\u00ed intervence ve prosp\u011bch ofici\u00e1ln\u00edho poskytov\u00e1n\u00ed osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost by mohla vytvo\u0159it dodate\u010dn\u00e9 p\u0159\u00edjmy pro ve\u0159ejn\u00e9 finance. Naopak nedostatek intervenc\u00ed vytv\u00e1\u0159\u00ed zna\u010dn\u00e9 hospod\u00e1\u0159sk\u00e9 ztr\u00e1ty pro ve\u0159ejn\u00e9 finance. P\u0159evaha nehl\u00e1\u0161en\u00e9 pr\u00e1ce m\u00e1 proto mimo\u0159\u00e1dn\u011b negativn\u00ed dopady na ve\u0159ejn\u00e9 finance. Tuto situaci je mo\u017en\u00e9 vysv\u011btlit skute\u010dnost\u00ed, \u017ee tento sektor je charakterizov\u00e1n vysok\u00fdm potenci\u00e1lem pro zam\u011bstnanost a\u00a0d\u00e1le skute\u010dnost\u00ed, \u017ee <em>\u201ebez ve\u0159ejn\u00e9 podpory je form\u00e1ln\u00ed zam\u011bstn\u00e1v\u00e1n\u00ed v\u00a0oblasti osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost pro v\u011bt\u0161inu obyvatel dost n\u00e1kladn\u00e9 a\u00a0ofici\u00e1ln\u00ed trh pro osobn\u00ed slu\u017eby a\u00a0slu\u017eby pro dom\u00e1cnost je pom\u011brn\u011b omezen\u00fd.\u201c<\/em>(Evropsk\u00e1 komise, 2012). N\u00e1klady v\u00a0d\u016fsledku chyb\u011bj\u00edc\u00ed st\u00e1tn\u00ed intervence v\u00a0tomto sektoru jsou obrovsk\u00e9: porovn\u00e1n\u00ed n\u00e1klad\u016f na nezam\u011bstnanou osobu s n\u00e1klady na pracovn\u00edka s pln\u00fdm \u00favazkem v\u00a0dan\u00e9m sektoru ukazuje, \u017ee ekonomick\u00fd dopad st\u00e1tn\u00ed nete\u010dnosti na ve\u0159ejn\u00e9 finance je vy\u0161\u0161\u00ed ne\u017e n\u00e1klady p\u0159ijet\u00ed opat\u0159en\u00ed na podporu osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost (EFSI, 2013).<\/li>\n<\/ul>\n<ul>\n<li><strong>\u00darove\u0148 pracovn\u00edch podm\u00ednek:<\/strong> na individu\u00e1ln\u00ed \u00farovni pracovn\u00edk\u016f osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost vede skute\u010dnost, \u017ee jejich pr\u00e1ce nen\u00ed form\u00e1ln\u00ed, k\u00a0nejist\u00fdm pracovn\u00edm podm\u00ednk\u00e1m (nezaru\u010den\u00fd p\u0159\u00edjem, bez p\u0159\u00edstupu k\u00a0pr\u00e1v\u016fm na soci\u00e1ln\u00ed zabezpe\u010den\u00ed nebo d\u016fchod a\u00a0podobn\u011b) a k\u00a0nedostate\u010dn\u00e9mu uzn\u00e1n\u00ed jejich hodnoty a\u00a0po\u017eadovan\u00fdch kvalifikac\u00ed. Pracovn\u00ed m\u00edsta v\u00a0oblasti osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost p\u0159itom vy\u017eaduj\u00ed \u0159adu technick\u00fdch dovednost\u00ed (hygienick\u00e1 pravidla, pou\u017eit\u00ed v\u00fdrobk\u016f, p\u00e9\u010de o\u00a0zranitelnou osobu, vylou\u010den\u00ed pracovn\u00edch rizik) a\u00a0dovednost\u00ed v\u00a0oblasti mezilidsk\u00fdch zdroj\u016f (nap\u0159. ml\u010denlivost, d\u016fv\u011brnost, samostatnost a\u00a0p\u0159izp\u016fsoben\u00ed se pot\u0159eb\u00e1m u\u017eivatel\u016f). Nehl\u00e1\u0161en\u00ed pracovn\u00edci v\u00a0oblasti osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost nav\u00edc nemaj\u00ed mo\u017enost \u0161kolen\u00ed, kde by si takov\u00e9 dovednosti osvojili.
