Prvn\u00ed soubor opat\u0159en\u00ed je zalo\u017een\u00fd na mechanismech p\u0159\u00edm\u00e9ho sn\u00ed\u017een\u00ed cen, v jejich\u017e d\u016fsledku dojde ke sn\u00ed\u017een\u00ed zjevn\u00e9 hodnoty slu\u017eby. Cena stanoven\u00e1 poskytovateli slu\u017eeb, kter\u00e1 kryje v\u0161echny jejich n\u00e1klady, tak nen\u00ed skute\u010dn\u011b cena, kterou plat\u00ed u\u017eivatel\u00e9 vyu\u017e\u00edvaj\u00edc\u00ed podpory na stran\u011b popt\u00e1vky. Tato opat\u0159en\u00ed veden\u00e1 z\u00e1kazn\u00edky maj\u00ed tu v\u00fdhodu, \u017ee nezasahuj\u00ed do zp\u016fsobu, jak\u00fdm je strukturov\u00e1na nab\u00eddka, a posiluj\u00ed hospod\u00e1\u0159skou sout\u011b\u017e mezi poskytovateli slu\u017eeb. Mimoto podpora na stran\u011b popt\u00e1vky m\u016f\u017ee b\u00fdt v\u00e1z\u00e1na (prost\u0159ednictv\u00edm pau\u0161\u00e1ln\u00edch dotac\u00ed) na p\u0159\u00edjmy a\/nebo pot\u0159eby u\u017eivatel\u016f, nebo podle nich upravena, aby se zaru\u010dila lep\u0161\u00ed rovnost v p\u0159\u00edstupu k t\u011bmto slu\u017eb\u00e1m. K dispozici existuj\u00ed r\u016fzn\u00e9 n\u00e1stroje.<\/p>\n<ul>\n<li><strong>Da\u0148ov\u00fd odpo\u010det.<\/strong> Je d\u016fle\u017eit\u00e9 poznamenat, \u017ee u da\u0148ov\u00e9ho odpo\u010dtu mus\u00ed u\u017eivatel p\u0159edem uhradit plnou cenu za osobn\u00ed slu\u017eby a slu\u017eby pro dom\u00e1cnost. Nicm\u00e9n\u011b antip\u0159erozd\u011blovac\u00ed charakter da\u0148ov\u00e9 \u00falevy lze p\u0159ekonat zaveden\u00edm da\u0148ov\u00e9ho bonusu v hotovosti pro lidi, jejich\u017e da\u0148 je nulov\u00e1 nebo p\u0159\u00edli\u0161 n\u00edzk\u00e1, aby mohli da\u0148ov\u00e9 \u00falevy pln\u011b vyu\u017e\u00edt.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Dal\u0161\u00edm probl\u00e9mem pro lidi s n\u00edzk\u00fdmi p\u0159\u00edjmy m\u016f\u017ee b\u00fdt potenci\u00e1ln\u00ed omezen\u00ed likvidity, pokud dom\u00e1cnosti s n\u00edzk\u00fdmi p\u0159\u00edjmy neobdr\u017e\u00ed dotace na osobn\u00ed slu\u017eby a slu\u017eby pro dom\u00e1cnost p\u0159edem. A kone\u010dn\u011b d\u016fkladn\u011b zohlednit by se m\u011bly \u201emrtv\u00e9 \u00fa\u010dinky\u201c (v d\u016fsledku skute\u010dnosti, \u017ee n\u011bkte\u0159\u00ed lid\u00e9 by po\u017e\u00edvali da\u0148ov\u00fdch \u00falev, p\u0159esto\u017ee by si osobn\u00ed slu\u017eby a slu\u017eby pro dom\u00e1cnost stejn\u011b koupili bez ohledu na da\u0148ov\u00e9 odpo\u010dty). Jejich \u00fa\u010dinnost je \u00fazce sv\u00e1z\u00e1na s \u00farovn\u00ed omezen\u00ed ohledn\u011b toho, co lze zakoupit a\/nebo koho lze najmout. Poskytovat se mohou prost\u0159ednictv\u00edm hotovostn\u00ed platby p\u0159\u00edjemci, distribuce soci\u00e1ln\u00edch pouk\u00e1zek pro p\u0159\u00edstup k osobn\u00edm slu\u017eb\u00e1m a slu\u017eb\u00e1m pro dom\u00e1cnost nebo p\u0159id\u011blov\u00e1n\u00ed \u201ehodinov\u00fdch bal\u00ed\u010dk\u016f\u201c osobn\u00edch slu\u017eeb a slu\u017eeb pro dom\u00e1cnost.<\/li>\n<\/ul>\n<ul>\n<li><strong>Finan\u010dn\u00ed pomoc ze strany zam\u011bstnavatel\u016f u\u017eivatel\u016f<\/strong>. Opat\u0159en\u00ed (nap\u0159. da\u0148ov\u00fd odpo\u010det pro zam\u011bstnavatele, sn\u00ed\u017een\u00ed p\u0159\u00edsp\u011bvk\u016f na soci\u00e1ln\u00ed zabezpe\u010den\u00ed a distribuce pouk\u00e1zek na slu\u017eby a dal\u0161\u00ed) by mohlo usnadnit p\u0159\u00edstup k osobn\u00edm slu\u017eb\u00e1m a slu\u017eb\u00e1m pro dom\u00e1cnost na z\u00e1klad\u011b finan\u010dn\u00ed pomoci ze strany zam\u011bstnavatel\u016f. M\u016f\u017ee sou\u010dasn\u011b p\u0159isp\u011bt k rozvoji sektoru osobn\u00edch slu\u017eeb a slu\u017eeb pro dom\u00e1cnost a z\u00e1rove\u0148 sn\u00ed\u017eit z\u00e1t\u011b\u017e pro ve\u0159ejn\u00e9 rozpo\u010dty. Tento inova\u010dn\u00ed finan\u010dn\u00ed mechanismus, kter\u00e9 m\u016f\u017ee rovn\u011b\u017e vyu\u017e\u00edvat r\u016fzn\u00e9 zdroje finan\u010dn\u00edch prost\u0159edk\u016f jak z ve\u0159ejn\u00e9ho, tak i soukrom\u00e9ho sektoru, je obzvl\u00e1\u0161\u0165 zaj\u00edmav\u00fd v sou\u010dasn\u00e9m ovzdu\u0161\u00ed \u00fasporn\u00fdch opat\u0159en\u00ed.<\/li>\n<\/ul>\n<p style=\"padding-left: 90px;\"><em>Ve <strong>Francii<\/strong> a <strong>Spojen\u00e9m kr\u00e1lovstv\u00ed<\/strong> maj\u00ed zam\u011bstnavatel\u00e9 prost\u0159ednictv\u00edm p\u0159edem financovan\u00fdch pouk\u00e1zek CESU, respektive pouk\u00e1zek na p\u00e9\u010di o d\u011bti mo\u017enost poskytnout sv\u00fdm zam\u011bstnanc\u016fm nepen\u011b\u017eit\u00fd p\u0159\u00edsp\u011bvek nebo n\u00e1hradu \u010d\u00e1sti mzdy, kter\u00e9 jim umo\u017en\u00ed p\u0159\u00edstup k osobn\u00edm slu\u017eb\u00e1m a slu\u017eb\u00e1m pro dom\u00e1cnost (ve Spojen\u00e9m kr\u00e1lovstv\u00ed omezeno pouze na p\u00e9\u010di o d\u011bti). V obou p\u0159\u00edpadech maj\u00ed zam\u011bstnavatel\u00e9 prosp\u011bch z osvobozen\u00ed od soci\u00e1ln\u00edho poji\u0161t\u011bn\u00ed nebo z da\u0148ov\u00fdch odpo\u010dt\u016f.<\/em><\/p>\n<p>Krom\u011b n\u00e1stroj\u016f pro p\u0159\u00edm\u00e9 sn\u00ed\u017een\u00ed cen pro u\u017eivatele lze pou\u017e\u00edt dal\u0161\u00ed n\u00e1stroj, kter\u00fd umo\u017e\u0148uje nep\u0159\u00edm\u00e9 sn\u00ed\u017een\u00ed ceny slu\u017eeb:<\/p>\n<ul>\n<li><strong>Rozvoj\/pos\u00edlen\u00ed hospod\u00e1\u0159sk\u00e9 sout\u011b\u017ee<\/strong> v r\u00e1mci trhu a \u0159\u00edzen\u00ed plurality poskytovatel\u016f (ziskov\u00e9, neziskov\u00e9, ve\u0159ejn\u00e9 subjekty). Je-li dostupn\u00fd okruh poskytovatel\u016f, je mo\u017en\u00e9 uspokojit \u0161irokou popt\u00e1vku po slu\u017eb\u00e1ch. Je t\u0159eba poznamenat, \u017ee koexistenci r\u016fzn\u00fdch typ\u016f provozovatel\u016f (ziskov\u00e9, neziskov\u00e9, ve\u0159ejn\u00e9 subjekty) lze podpo\u0159it r\u016fzn\u00fdmi zp\u016fsoby, v\u010detn\u011b \u00fav\u011brov\u00fdch p\u0159\u00edslib\u016f pro sdru\u017een\u00ed a harmonizace v\u00fd\u0161\u00ed dan\u00ed pro v\u0161echny poskytovatele.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<table style=\"height: 347px;\" width=\"1037\">\n<tbody>\n<tr>\n<td width=\"473\">\n<p style=\"text-align: center;\"><strong>R\u00e1me\u010dek 1. Opat\u0159en\u00ed kryje bu\u010f 45 % v\u00fddaj\u016f, pokud jsou slu\u017eby zakoupen\u00e9 u organizace, nebo 15 % mzdy a 100 % p\u0159\u00edsp\u011bvk\u016f na soci\u00e1ln\u00ed zabezpe\u010den\u00ed hrazen\u00fdch zam\u011bstnavatelem, pokud u\u017eivatel p\u0159\u00edmo zam\u011bstn\u00e1 pracovn\u00edka. Zp\u016fsobilost je omezen\u00e1 na u\u017eivatele, kte\u0159\u00ed dosud nevyu\u017e\u00edvaj\u00ed podporu prost\u0159ednictv\u00edm politiky p\u00e9\u010de.<\/p>\n<p><strong><em>Francie<\/em><\/strong>: U\u017eivatel\u00e9 osobn\u00edch slu\u017eeb a slu\u017eeb pro dom\u00e1cnost maj\u00ed n\u00e1rok na da\u0148ov\u00fd odpo\u010det nebo da\u0148ov\u00fd bonus, pokud zam\u011bstnaj\u00ed pracovn\u00edka t\u011bchto slu\u017eeb, nebo si zakoup\u00ed slu\u017eby u schv\u00e1len\u00e9ho poskytovatele. Finan\u010dn\u00ed pob\u00eddky p\u0159edstavuj\u00ed 50 % n\u00e1klad\u016f a\u017e do limitu 12 000 \u20ac na da\u0148ovou dom\u00e1cnost, co\u017e fakticky znamen\u00e1 bonus ve v\u00fd\u0161i 6 000 \u20ac. Limit se zvy\u0161uje o 1 500 \u20ac (a\u017e do v\u00fd\u0161e 15 000 \u20ac) na vy\u017eivovan\u00e9 d\u00edt\u011b a \u010dlena dom\u00e1cnosti ve v\u011bku nad 65 let. Pokud je \u010dlen dom\u00e1cnosti dr\u017eitelem pr\u016fkazu zdravotn\u011b posti\u017een\u00e9 osoby, dosahuje limit \u010d\u00e1stky 20 000 \u20ac.<\/p>\n<p><strong><em>\u0160v\u00e9dsko:<\/em><\/strong> <em>RUT-avdrag<\/em> (da\u0148ov\u00fd odpo\u010det za slu\u017eby pro dom\u00e1cnost) dosahuje v\u00fd\u0161e 50 % n\u00e1klad\u016f pr\u00e1ce s maxim\u00e1ln\u00edm prahem p\u0159ibli\u017en\u011b 50 000 SEK (5 450 \u20ac), co\u017e odpov\u00edd\u00e1 maxim\u00e1ln\u00ed \u010d\u00e1stce da\u0148ov\u00e9ho sn\u00ed\u017een\u00ed ve v\u00fd\u0161i 25 000 SEK (2 715 \u20ac) na ka\u017ed\u00e9ho jedince za rok. Lid\u00e9 ve v\u011bku nad 65 let maj\u00ed prosp\u011bch z vy\u0161\u0161\u00edho prahu v hodnot\u011b 100 000 SEK (10 900 \u20ac).
