{"id":2,"date":"2015-12-17T11:38:35","date_gmt":"2015-12-17T11:38:35","guid":{"rendered":"http:\/\/impact-phs.eu\/?page_id=2"},"modified":"2025-08-28T13:46:28","modified_gmt":"2025-08-28T11:46:28","slug":"zaciname","status":"publish","type":"page","link":"https:\/\/impact-phs.eu\/cz\/","title":{"rendered":"Za\u010d\u00edn\u00e1me!"},"content":{"rendered":"<p>Projekt EU na zlep\u0161en\u00ed m\u011b\u0159en\u00ed ve\u0159ejn\u00e9 podpory osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost <em>Improving Measurement of Public Support to Personal and Household Services<\/em> (IMPact) byl spu\u0161t\u011bn\u00fd v\u00a0roce 2014 s ambici\u00f3zn\u00edm c\u00edlem p\u0159ipravit spole\u010dnou a\u00a0ucelenou p\u0159\u00edru\u010dku EU, kter\u00e1 pom\u016f\u017ee \u010dlensk\u00fdm st\u00e1t\u016fm zlep\u0161it hodnocen\u00ed a\u00a0monitorov\u00e1n\u00ed makroekonomick\u00fdch \u00fa\u010dink\u016f jejich opat\u0159en\u00ed na podporu osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost. Samotn\u00fd projekt \u0159e\u0161il n\u00e1sleduj\u00edc\u00ed ot\u00e1zky, je\u017e mohou vyvstat ex-ante a\u00a0ex-post: tvorbu pracovn\u00edch m\u00edst, p\u0159esun slu\u017eeb ze \u0161ed\u00e9 ekonomiky do ofici\u00e1ln\u00ed ekonomiky, tvorbu zcela nov\u00fdch pracovn\u00edch m\u00edst, udr\u017eitelnost \/ optim\u00e1ln\u00ed \u00farove\u0148 ve\u0159ejn\u00fdch investic a\u00a0n\u00e1vratnost investic, na kter\u00e9 Evropsk\u00e1 komise v\u00a0roce 2012 pouk\u00e1zala jako na hlavn\u00ed n\u00e1strahy jak\u00e9hokoli monitorov\u00e1n\u00ed politik zam\u011b\u0159en\u00fdch na sektor osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost. Dlouhodob\u00fdm c\u00edlem projektu je pomoci org\u00e1n\u016fm st\u00e1tn\u00ed spr\u00e1vy utv\u00e1\u0159et takov\u00e9 politiky, kter\u00e9 budou nejl\u00e9pe odpov\u00eddat jejich pot\u0159eb\u00e1m a\u00a0c\u00edl\u016fm.<\/p>\n<p>Teoretick\u00fd a\u00a0fakticky podlo\u017een\u00fd v\u00fdzkum, je\u017e prov\u00e1d\u011bli partne\u0159i projektu, vedl k\u00a0vypracov\u00e1n\u00ed t\u00e9to p\u0159\u00edru\u010dky pro prov\u00e1d\u011bn\u00ed a\u00a0monitorov\u00e1n\u00ed politiky osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost. C\u00edlem t\u00e9to p\u0159\u00edru\u010dky je pomoci org\u00e1n\u016fm ve\u0159ejn\u00e9 spr\u00e1vy <strong>navrhnout opat\u0159en\u00ed na podporu osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost a\u00a0monitorovat jejich \u00fa\u010dinky na zam\u011bstnanost<\/strong> a\u00a0<strong>rozpo\u010det,<\/strong> a\u00a0z\u00e1rove\u0148 jim pomoci s <strong>vyhodnocen\u00edm sou\u010dasn\u00fdch politik<\/strong> a\u00a0<strong>utv\u00e1\u0159en\u00edm nov\u00fdch.<\/strong> V\u00a0tomto smyslu by se p\u0159\u00edru\u010dka mohla osv\u011bd\u010dit jako zaj\u00edmav\u00e1 nejen pro org\u00e1ny ve\u0159ejn\u00e9 spr\u00e1vy, ale i pro ostatn\u00ed z\u00fa\u010dastn\u011bn\u00e9 strany (nap\u0159. nevl\u00e1dn\u00ed organizace a\u00a0federace) zapojen\u00e9 do procesu prov\u00e1d\u011bn\u00ed politiky osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost.<\/p>\n<p>V tomto ohledu p\u0159\u00edru\u010dka poskytuje r\u016fzn\u00e9 druhy informac\u00ed, kter\u00e9 lze snadno vyhledat pomoc\u00ed speci\u00e1ln\u00edch ikonek: teoretick\u00e9 podklady, analytick\u00e9 n\u00e1stroje, d\u016fkazy z existuj\u00edc\u00edch politik osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost a\u00a0vod\u00edtka politiky. P\u0159\u00edru\u010dka vyz\u00fdv\u00e1 \u010dten\u00e1\u0159e, aby o\u00a0politik\u00e1ch osobn\u00edch slu\u017eeb a\u00a0slu\u017eeb pro dom\u00e1cnost p\u0159em\u00fd\u0161leli skrze 5 kl\u00ed\u010dov\u00fdch oblast\u00ed s p\u0159ihl\u00e9dnut\u00edm k\u00a0z\u00e1klad\u016fm t\u011bchto politik a\u00a0jejich charakteristik\u00e1m a\u00a0s ohledem na jejich
